HomeMy WebLinkAboutA001 - Council Action Form dated March 3, 1992 ITEM #: _ ) Jr DATE: 0 3/92 (� , (J COUNCIL ACTION FORM SUBJECT: Motion to Set March 24, 1992 as the Date of Public Hearing to Consider a Technical Amendment to the Zoning Ordinance Regarding Site Plan Approv- al for Projects Other Than Single-Family and Two-Family Dwellings in Low-Density Residential Districts. ACTION FORM SUMMARY: This is a technical amendment to the Zoning Ordinance which will require site plan review for all development projects, except single-family and two-family dwellings, in the A-1, R1-10, R1-6, R-2, and R2-7 zoning districts. The Planning and Zoning Commission and staff recommend the approval of this technical amendment. BACKGROUND: Section 29.49 of the Zoning Ordinance covers the requirements for the administrative approval in the R-3, R-4, G-C, C-C, H-M and G-I zoning districts. The agricultural district and the low-density residential zoning districts were not included as needing site plan approval because single-family dwellings and two-family dwellings are exempt from these requirements. However, there are larger projects in these districts, which are permitted uses, that would benefit from site plan review by staff from the various departments of the City. These uses include places of worship, country clubs, private schools, golf courses, and cemeteries in the A-1, 111-10, 111-6, R-2 and 112-7 districts and stables and plant nurseries which may be located in the A-1 district. All of the uses listed above would benefit from a review of the site plan in order to evaluate the impact of the project on traffic circulation to ensure appropriate drainage on the site, to provide suitable screening and landscaping and to promote an orderly development of the property. ANALYSIS: Section 29.49(1)(a) currently reads as follows: "(a) Establish specific procedures which enable the City Government to plan for and review proposed development/redevelopment of property within the R-3, R-4, G-C, C-C, H-M, and G-I zoning districts." y 2 Staff believes that this section should be changed to include the A-1, R1-10, 111-6, R-2 and R2-7 zoning districts. This would allow for review of all development projects except single-family dwellings and two-family dwellings. (Note: They are exempted in Section 29.49(2); persons wishing to build single-family and two-family dwellings apply directly to the building official for a permit. ) The proposed text would read as follows: Section 29.49(1)(a) "Establish specific procedures which enable the City Government to plan for and review proposed develop- ment/redevelopment of property within A-1, 111-10, R1-6, R-2 and R2-7, R-3, R-4, G-C, C-C, H-M, and G-I zoning districts." The Planning and Zoning Commission reviewed this request at their meeting of February 19, 1992 and recommended that it be approved. ALTERNATIVES: 1. The City Council can approve of the Technical Amendment to the Zoning Ordinance, and set March 24, 1992 as the date of public hearing. 2. The City Council can deny approval of the Technical Amendment to the Zoning Ordinance, and set March 24, 1992 as the date of public hearing. 3. The City Council can refer this request back to the City staff for further information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager Department that the City Council adopt Alternative #1. This will approve of the technical amendment to add the requirement for site plan review for all development projects other than single-family dwellings and two-family dwellings in the A-1, 111-10, R1-6, R-2 and R2-7 zoning districts.
