HomeMy WebLinkAboutA001 - Council Action Form dated December 17, 1991 COUNCIL ACTION FORM Item # Date: December 17, 1991 SUBJECT: South Borne Avenue Parking Restrictions BACKGROUND: In October, 1991, South Borne Avenue was paved (without curb and gutter) from Lincoln Way south 404' to the south end. This was done to improve both dust control and the street surface. In order to reduce the project costs and to stay within the city right-of-way, plans called for narrowing the street width to 20 feet. This was done with the consent of the adjacent property owners and with the provision that on-street parking would be restricted on both the west and east sides to accommodate a two-way traffic flow. This 20' street width is only sufficient for two lanes of traffic according to both standards stated in the Municipal Code, and also in AASHTO (American Association of State Highway Transportation Officials) guidelines. To accommodate on-street parking on one side only, this street width should be at least 27' wide according to these street standards. ALTERNATIVES 1. Restrict on-street parking on both sides of South Borne from Lincoln Way south 404' to the south end. 2. Restrict on-street parking on one side of South Borne from Lincoln Way south 404' to the south end. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1 above, thereby directing the City Attorney to draft an ordinance prohibiting parking on both sides of South Borne from Lincoln Way south 404' to the south end.
