Curtis, Mayor, and Members of the City Council of the City of Ames, Iowa Re: Liquor Establishments, Underage Persons, Exception for Banquets Dear Mayor Curtis and Council Members: At the last meeting, Mr. Genovese of Hunky Dory's asked to have the City Code amended to permit his establishment to be the site of banquets at which underage persons would be in attendance. Under the provisions of Sections 17. 16(2) (c) , underage persons can be in attendance, on the administrative approval of the Chief of Police, if alco- holic beverages are not served during the time of the event. Section 17. 16(2) (d) allows underage persons to be present while alcoholic beverages are served, if approved in advance by the City Council , for a non-profit organization. However, Mr. Genovese's request extends to include not just non-profit organizations, but also business organizations that want to have a banquet of some kind, where liquor would be served, while underage persons are present. The Council directed that I prepare an ordinance that would provide an excep- tion of the sort proposed by Mr. Genovese. You will note that the ordinance prepared requires the applicant to provide information as to the bill of fare, and a complete guest list, as well as a list of those who are under age. This is to give the information needed to make a determination that it is truly a banquet and not an impromptu gathering. The ordinance as you see it has been discussed with Mr. Genovese and the Chief of Police and is acceptable to both. Yours truly, John R.
