SUBJECT: Commercial Snow Routes
BACKGROUND:
During the past winters, snow removal efforts were hampered in the
Campustown and Downtown Business Districts by vehicles parked in
metered on-street spaces. City crews clear snow in these areas during
the 2:00 a.m. to 6:00 a.m. period, before employees and patrons utilize
the metered spaces by businesses. Because of parked vehicles, crews had
to return to remove accumulations since vehicles couldn't be towed. This
resulted in packed snow/ice in these spaces that provide a hazardous
condition for both motorists and pedestrians. Also, City crews risked
damage to vehicles in adjacent parking spaces when removing snow in
these locations. These vehicles couldn't be towed because no parking
regulations exist in business districts for towing vehicles during snow
emergencies. Existing parking restrictions regulating overnight parking
consists of either 112:00 a.m.- 6:00 a.m. - Mondays"; 112:00 a.m.- 6:00
a.m. - Everyday" restrictions.
Staff has met with business associations to discuss a proposed plan to
designate snow routes on streets in the business districts only during the
2:00 a.m. to 6:00 a.m. period (everyday). This would enable crews to
tow vehicles during snow emergencies so streets could be entirely cleaned
of snow. Municipal parking lots would be exempted from this provision, to
provide apartment tenants and employees with reasonably close areas for
parking during snow emergencies. No difficulties have been encountered
by City crews while removing snow in these municipal lots due to the
presence of parked vehicles. The business associations have approved of
this tow-away regulation, provided that all tenants and rental property
owners are contacted and notified of this change.
ALTERNATIVES:
1. Designate the streets shown in the attached diagram as "Commercial
Snow Routes", with the provision that parking is allowed in the
Municipal Parking Lots from 2:00 a.m. to 6:00 a.m. during snow
emergencies.
2. Change the plan and add/delete streets to be designated as "Commer-
cial Snow Routes".
3. Do nothing.
4. Designate all streets and municipal lots in the Downtown and
Campustown areas as "Commercial Snow Routes".

MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, and direct the City Attorney to draft an ordinance
designating the streets in the Campustown and Business District as shown
in the attached diagram, with the provision that parking is allowed in the
Municipal Parking Lots from 2:00 a.m. to 6:00 a.m. during snow emergen-
cies.
