SUBJECT: Ordinance designating parking restrictions on Eisenhower
Avenue and Taylor Circle in the Bloomington Heights Subdivision.
BACKGROUND-
On April 23, 1991, the City Council appproved the Conceptual Development
Plan (CDP) for Bloomington Heights Subdivision.
As part of the staff review of the CDP, it was agreed that parking
restrictions should be designated on the west side of Eisenhower, from
Bloomington to the north end. Eisenhower Avenue has a design width of
31 feet (measured from back of curb (311b-b). According to City stan-
dards (Ord. 23.22(3&4), major streets should have a minimum of two 11
foot traffic lanes and one 8 foot parking lane for a total of 30 feet (31'
b-b). With these design widths, two-way traffic flow can be safely
maintained with parking on one side of the street
It was also agreed that parking restrictions should be designated on the
north side of Taylor Circle, from Eisenhower to the beginning of the circle
radius. Taylor was designed as a 27 foot street, since a reduced width
was deemed appropriate for a lower volume street. This allows two 9.5
foot traffic lanes, with a eight foot parking lane.
Eisenhower Avenue should have parking restrictions on the west side of
the street since there are fewer residential lots and nearly the same
number of intersecting streets planned for that side. In comparison to the
east side, the west side has six fewer lots located on it. Parking restric-
tions would be more accommodating on the street side with the most
residential lots.
The developer is in agreement with these parking restrictions. These
restrictions are intended to extend on streets as the subdivision develops
to the north.
ALTERNATIVES
1. Designate parking restrictions on the west side of Eisenhower
Avenue, from Bloomington to the north end, and on Taylor Circle
from Eisenhower to the west end of the circle radius.
2. Designate parking restrictions on the east side of Eisenhower
Avenue, and on the south side of Taylor Circle.
3. Do nothing, allow parking on both sides of Eisenhower and/or Taylor
Circle.

MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 and direct the City Attorney to prepare an ordinance
designating parking restrictions on the west side of Eisenhower, from
Bloomington to the north end, and on the north side of Taylor, from
Eisenhower to the west end of the circle radius.
