SUBJECT:
Motion to Set August 27, 1991 as the Date of Public Hearing to Consider
an Ordinance Amending G-C (General Commercial) Zoning District
Regulations to Specify Printing as a Permitted Use and Establishing
Parking Standards for Printing Businesses.
ACTION FORM SUMMARY: This item was referred by City Council to the
Planning and Zoning Commission for a recommendation with respect to
allowing printing businesses as a permitted use in G-C (General
Commercial) districts and for a recommendation on parking requirements
for printing businesses.
City staff and the Planning and Zoning Commission recommend that
printing businesses be allowed as a permitted use in G-C districts and
recommends approval of the parking standards, as specified in the
"Analysis" section of this report.
BACKGROUND:
On June 11, 1991, the City Council referred this item to the Planning and
Zoning Commission for review and recommendation. City staff had re-
quested clarification by the City Council as to whether it was the intent of
the Council to allow printing businesses in G-C (General Commercial)
zoning districts in response to requests by owners of two printing busi-
nesses in Ames.
In the past several months, two printing businesses have stated a desire
to expand their businesses by constructing additional space. Both busi-
nesses are located in zoning districts that are zoned General Commercial
(G-C).
The Statement of Intent and the permitted uses for the G-C district are
reflected in the Municipal Code as follows:
Sec. 29.22. G-C, GENERAL COMMERCIAL DISTRICT.
Statement of Intent. This district is intended to accommodate the
wide range of retail commercial services and products, wholesaling,
warehousing, and multi-family residential units.

(1) Permitted Uses. A building or premises shall be used only for
the following purposes:
All uses involving retailing, commercial services and products
to the general public, wholesaling, and warehousing, and
residential corrections facility or a supervised group home. It
is also intended to accommodate, in those same areas, the
development of mixed land uses which will allow the combina-
tion of commercial and residential uses in the same structure.
Residential uses should be located above the first floor,
however, the first floor may be occupied by residential uses in
residential corrections facilities.

Action by City Council -
Moved by Hoffman, seconded by Parks, to direct the City Attorney to
prepare an ordinance amending the Zoning Code to allow printing business-
es as permitted uses in the General Commercial Zoning District and direct-
ing the Planning and Zoning Commission to consider parking requirements
for printing businesses.
Vote on Motion: 5-0. Motion declared carried unanimously.
ANALYSIS:
Allowing Printing Businesses as a Permitted Use in G-C -
In reading the Statement of Intent and the list of permitted uses, it is not
clear to staff whether printing businesses were intended to be permitted in
the G-C district. Traditionally, when the staff encounters what is be-
lieved to be an ambiguous situation in regards to a permitted use, we rely
on the "Standard Industrial Classification" (SIC) manual for guidance.
According to the SIC manual, it would appear that the two printing
businesses in question would be classified as manufacturing. If staff
relies on this source, then these two businesses would be non-conforming
and, therefore, unable to expand in accordance with their desires.
Because of the ramification of this decision to these two businesses, and
other printing operations in G-C zones, these businesses requested that
the City Council clarify its intent with respect to allowing printing busi-
nesses in this district.
The City Council indicated that printing businesses should be permitted,
and directed the preparation of an amendment to the G-C regulations,
specifically listing printing as a permitted use.
Section 29.70 of the Municipal Code requires that the City Council obtain a
recommendation from the Planning and Zoning Commission with respect to
allowing printing businesses in G-C (General Commercial) zoning districts.

Parking Standards for Printing Businesses -
City Council has directed that the Planning and Zoning Commission consid-
er parking requirements for printing businesses.
Research of parking standards for printing businesses in eleven (11) other
Iowa communities by City staff has shown that the following requirements
for printing businesses are typical and would result in the average number
of required parking spaces for all eleven (11) cities surveyed.
The parking standards described above are as follows:
One (1) parking space for each two hundred (200) square feet
of retail floor area, plus
One (1) parking space for each two (2) employees on the
maximum of shift, plus
One (1) parking space for each company vehicle.
Meeting with Representatives of Printing Businesses -
City staff have met with representatives of local printing businesses and
the Chamber of Commerce to discuss the proposed off-street parking
regulations for printing businesses. These representatives were receptive
to the proposed off-street parking requirements and support the adoption
of such regulations by the City Council.
The Planning and Zoning Commission reviewed this item at their meeting of
July 17, 1991 and recommended that it be approved.
ALTERNATIVES:
1. The City Council can approve of printing businesses as a permitted
use in G-C (General Commercial) zoning districts and that parking
standards for printing businesses be established as described in the
proposed ordinance amending Section 29.40(2) of the Municipal Code,
and set August 27, 1991 as the date of public hearing.
2. The City Council can deny approval of printing businesses as a
permitted use in G-C (General Commercial) zoning districts and that
parking standards for printing businesses be established as de-
scribed in the proposed ordinance amending Section 29.40(20) of the
Municipal Code, and set August 27, 1991 as the date of public
hearing.
3. The City Council can refer this item back to staff for additional
information.

MANAGER'S RECOMMENDED ACTION:
The City Council has already determined that printing businesses should
be a permitted use in G-C (General Commercial) zoning districts, and the
Planning and Zoning Commission have recommended that printing business-
es be allowed as a permitted use in G-C (General Commercial) zoning
districts and that parking standards for printing businesses be established
as described in the proposed ordinance amending Section 29.40(20) of the
Municipal Code. Therefore, it is the recommendation of the City Manager
that the City Council set August 27, 1991 as the date of public hearing on
this issue.
