Re: Another Misallocation of Group Quarters Population;
Block Split; Ames, Iowa
Dear Ms. Talbert:
As you may recall , there was a misallocation of group quarters population
brought to your attention in March of this year by the Iowa Legislative
Service Bureau. It pertained to the ISU "Towers" dormitories located in
block 201, which was split at the request of the Iowa Legislative Service
Bureau into blocks 201A and 201B. 201A is a parking lot and athletic playing
field. 201B is the dorm site. The dorm population was misallocated to 201A.
There is another such problem with respect to the split of block 114, the
site of Helser and Friley dormitories. When block 114 was split, all the
population was allocated to 114A; but, 114B is the site of Helser Hall , with
a population of approximately 1,000 people. Attached is a letter from the
Iowa Legislative Service Bureau giving more details on the problem, along
with pertinent portions of the census map and block data report.
Please issue an official revision of the block data to correct the
misallocation of group quarters population for blocks 114A and 114B as soon
as possible.

RE: MISALLOCATION OF GROUP QUARTERS BY CENSUS BUREAU
Dear Mr . Klaus:
I agree that it seems likely that the Census Bureau
misallocated the group quarters count for Helser and Friley
Halls. A similar misallocation occurred for the Towers
dormitories . As I have suggested to you by phone, I would
recommend that a correction be obtained from the Census Bureau by
sending a copy of this request to Cathy Talbert in Washington,
D.C.
For purposes of redistricting, the streets used were those
shown on the Census Bureau ' s maps which were block or block part
boundaries. In the instant case, Beyer Court is shown to be only
2/3rds of the U-shaped street , with Russell Road being the
north-south segment lying to the west of Helser Hall . The
sidewalk lying to the west of Friley Hall is also part of the
boundary between blocks 114A and 114B.

I do not know if it will be possible for a correction to be
made by the legislature after the constitutional deadline of
September 1, 1991, passes . The only corrections which have been
made in the past were corrections in the description of the lines
not actual movement of the lines . If the correct split between
blocks 114A and 114B were known prior to the presentation of the
redistricting plan the house boundary in Ames might have been
considerably different . Whole precincts were used in the
redistricting process and any change of population between 2
precincts might have caused the redistricting line to have
changed considerably because population equality was maximized
and with two different pieces in the redistricting matrix it
might have been possible to have better population equality using
different pieces .
However , I do have one suggestion. If the city of Ames
would make Census Block 114B into one precinct, it would at least
allow the option for the legislature to "correct" the
redistricting line without the need for the city of Ames to
redraw precincts if this line is changed. Although precinct
lines may not generally cross legislative district lines, wards
can cross the lines . Thus it would not affect the population
equality of wards if this block part was made a separate
precinct . "Convenience of the voters" takes precedence over
population equality in drawing precincts, but population equality
is paramount in assigning wards .
