Like the first staff plan, this plan also adheres to the statutory direction to create reasonably equal precincts as follows: 1-1 = 2209 2-1 = 2384 3-1 = 2272 4-1 = 2443 1-2 = 2210 2-2 = 2465 3-2 = 2473 4-2 = 2421 1-3 = 2227 2-3 = 2373 3-3 = 2252 4-3 = 2730 1-4 = 2457 2-4 = 2321 3-4 = 2388 4-4 = 2268 1-5 = 2475 2-5 = 2409 3-5 = 2248 4-5 = 2189 Ward 1 = 11,578 Ward 2 = 11,952 Ward 3 = 11,633 Ward 4 = 12,051 The difference between the largest and smallest ward is just 4%.
