Re: Reprecincting Ordinance
Dear Mayor Curtis and Council Members:
With this is an ordinance for reprecincting prepared as instructed at the
July 9 meeting. Section 49.5 Code of Iowa requires that the Council :
". . . by ordinance definitely fixing the boundaries, divide the
city into such numbers of election precincts as will best serve
the convenience of the voters."
"Before final adoption of any change in election precinct bounda-
ries pursuant to this section or section 49.6, the council shall
permit the commissioner not more than ten days' time to offer
comments on the proposed reprecincting."
"The boundaries of each precinct shall follow the boundaries of
areas for which official population figures are available from
the most recent federal decennial census, . . ."
"The ward boundaries shall follow the boundaries of election
precincts."
Section 49.7 Code of Iowa requires that the:
city council shall notify the state commissioner and commis-
sioner when the boundaries of election precincts are changed, and
shall provide a map delineating the new boundary lines. Each
county board and city council shall certify to the state commis-
sioner the populations of the new election precincts. . ."
Section 49. 11 Code of Iowa requires that the council :
AMES - THE CENTER OF IT ALL
publish notice thereof in some newspaper of general circula—
tion, published in such county or city, once each week for three
consecutive weeks, the last to be made at least thirty days
before the next general election."
The reprecincting is required by Section 49.7 Code of Iowa to be completed
not later than November 15. If the council fails to do so, the Secretary
of State, with the assistance of the staff of the legislative service
bureau, is required to complete a reprecincting and assess the cost to the
city.

AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE
CITY OF AMES, IOWA, BY REPEALING SECTIONS 6.4, 6.5,
6.6, 6.7, 6.8, 6.9, 6.10, AND 6.11 AND READOPTING SAID
SECTIONS REVISED FOR THE PURPOSE OF REPRECINCTING
IN RESPONSE TO THE FEDERAL DECENNIAL CENSUS IN
ACCORDANCE WITH SECTION 49.7 CODE OF IOWA; REPEAL-
ING ANY AND ALL ORDINANCES IN CONFLICT HEREWITH
TO THE EXTENT OF SUCH CONFLICT; ESTABLISHING AN
EFFECTIVE DATE.
BE IT ORDAINED, by the City Council for the City of Ames, Iowa:
Section One. The Municipal Code of the City of Ames, Iowa, shall
be and is hereby amended by repealing Sections 6.4, 6.5, 6.6, 6.7,
6.8, 6.9, 6.10 and 6.11 and readopting said Sections revised to state as
follows:
"Sec. 6.4. FIRST WARD DESCRIBED.
The First Ward consists of that part of the City of Ames
which lies easterly of a line of demarcation described as
beginning at a point where the south corporate limits inter-
sect South Riverside Drive, and then running north along the
centerline of South Riverside Drive extended to a point of
intersection with U.S. Highway 30; then west along the
centerline of U.S. Highway 30 to a point of intersection with
an abandoned railroad right-of-way; then northeasterly along
the centerline of said abandoned railroad right-of-way to a
point of intersection with Squaw Creek; then northerly along
the center of Squaw Creek to a point of intersection with the
mainline tracks of the C & NW railroad; then southeasterly
along the centerline of said tracks to a point of intersection
with Grand Avenue; then north along the centerline of Grand
Avenue to Sixteenth Street; then east along the centerline of
Sixteenth Street to Burnett Avenue; then north along the
centerline of Burnett Avenue to Twentieth Street; then west
along the centerline of Twentieth Street to the centerline of
Grand Avenue; then north along the centerline of Grand
Avenue to a point equidistant with the northernmost extent of
the corporate limits of the city.
Sec. 6.5. SECOND WARD DESCRIBED.
The Second Ward consists of that part of the City of
Ames which lies north and west of a line of demarcation de-
scribed as beginning at a point where Squaw Creek intersects
the northwest corporate limits of the City, as said limits are
now or hereafter established; then south and east along the
center of Squaw Creek to a point of intersection with a high
voltage electric transmission line; then due south along said
transmission line to Thirteenth Street; then east along the
centerline of Thirteenth Street to Haeber Road; then south
along the centerline of Haeber Road to Osborn Drive; then
west along the centerline of Osborn Drive to Wallace Road;
then south along the centerline of Wallace Road to Lincoln
Way; then east along the centerline of Lincoln Way to its
point of intersection with Squaw Creek; then north along
Squaw Creek to its intersection with the mainline tracks of
the C & NW railroad; then southeasterly along the centerline
of said tracks to Grand Avenue; then north along the
centerline of Grand Avenue to Sixteenth Street; then east
along the centerline of Sixteenth Street to Burnett Avenue;
then north along the centerline of Burnett Avenue to Twenti-
eth Street; then west along the centerline of Twentieth Street
to Grand Avenue; then north along the centerline of Grand
Avenue to a point equidistant with the northernmost extent of
the corporate limits of the city.
Sec. 6.6. THIRD WARD DESCRIBED.
The Third Ward consists of that part of the City of
Ames lying south and west of a line of demarcation described
as beginning at the point where the westernmost corporate
limits of the City, as said limits are now or hereafter estab-
lished, intersect with Lincoln Way; then east along the
centerline of Lincoln Way to Wilmoth Avenue; then north along
the centerline of Wilmoth Avenue to Story Street; then east
along the centerline of Story Street to Howard Avenue; then
north along the centerline of Howard Avenue to West Street;
then easterly along the centerline of West Street to Beyer
Court; then south along the centerline of Beyer Court to the
sidewalk lying immediately to the west of Friley Hall; then
southwesterly along the centerline of said sidewalk to Lincoln
Way; then east along the centerline of Lincoln Way to a point
of intersection with Squaw Creek; then southeasterly along the
center of Squaw Creek to the abandoned railroad right-of-
way; then southwesterly along the centerline of said aban-
doned railroad right-of-way to U.S. Highway 30; then east
along the centerline of U.S. Highway 30 to South Riverside
Drive extended north; then south along the centerline of
South Riverside Drive to a point equidistant with the south-
ernmost extent of the corporate limits of the city.
Sec. 6.7. FOURTH WARD DESCRIBED.
The Fourth Ward consists of that part of the city bound-
ed by a line of demarcation described as beginning at a point
where Squaw Creek intersects the northwest corporate limit of
the city as said limit is now or hereafter established; then
running south and east along the center of Squaw Creek to
its point of intersection with a high voltage electric trans-
mission line; then due south along said transmission line to
Thirteenth Street; then east along the centerline of Thir-

teenth Street to Haeber Road; then south along the centerline
of Haeber Road to Osborn Drive; then west along the
centerline of Osborn Drive to Wallace Road; then south along
the centerline of Wallace Road to Lincoln Way; then west along
the centerline of Lincoln Way to its point of intersection
with that sidewalk which lies immediately to the west of
Friley Hall; then northeasterly along the centerline of that
sidewalk to Beyer Court; then northeasterly along the
centerline of Beyer Court to West Street; then westerly along
the centerline of West Street to Howard Avenue; then south
along the centerline of Howard Avenue to Story Street; then
west along the centerline of Story Street to Wilmoth Avenue;
then south along the centerline of Wilmoth Avenue to Lincoln
Way; then west along the centerline of Lincoln Way to a point
equidistant with the westernmost extent of the corporate
limits of the city.
Sec. 6.8. FIRST WARD VOTING PRECINCTS.
The First Ward is divided into voting precincts as follows:
(1) First Ward, Precinct No. 1 consists of that part of the
First Ward demarcated by a line described as beginning
at a point on South Riverside Drive extended equidistant
with the southernmost extent of the intersects the corpo-
rate limits of the city; then north along the centerline
of South Riverside Drive to the abandoned railroad
right-of-way; then northeasterly along the centerline of
said abandoned right-of-way to South Sixteenth Street;
then east along the centerline of South Sixteenth Street
to the Skunk River; then south along the centerline of
the Skunk River to a point equidistant with the southern-
most extent of the corporate limits of the city; then
west in a straight line to the point of beginning.
(2) First Ward, Precinct No. 2 consists of that past of the
First Ward demarcated by a line described as beginning
at the intersection of South Sixteenth Street and the
Skunk River; then west along the centerline of South
Sixteenth Street to the abandoned railroad right-of-way;
then northeasterly along the centerline of said abandoned
right-of-way to Squaw Creek; then west and north along
Squaw Creek to Lincoln Way; then east along the
centerline of Lincoln Way to South Duff Avenue; then
south along the centerline of South Duff Avenue to
Squaw Creek; then southeast along the center of Squaw
Creek to the Skunk River; then south along the center
of the Skunk River to the point of beginning.
(3) First Ward, Precinct No. 3 consists of that part of the
First Ward which lies generally to the eastward side of a
line of demarcation described as beginning at a point
north on Stage Coach Road equidistant with the northern-
most extent of the corporate limits of the city; then

south along the centerline of said road to Thirteenth
Street; then west along the centerline of Thirteenth
Street to Glendale Avenue; then north along the
centerline of Glendale Avenue to Sixteenth Street; then
west along Sixteenth Street to Duff Avenue; then south
along Duff Avenue to Seventh Street; then west along
Seventh Street to Grand Avenue; then south along
Grand Avenue to the mainline tracks of the C & NW
Railroad; then northwest along the center of said main-
line tracks to Squaw Creek; then south along Squaw
Creek to Lincoln Way; then east along the centerline of
Lincoln Way to Duff Avenue; then south along the
centerline of Duff Avenue to Squaw Creek; then south-
easterly along the center of Squaw Creek to the Skunk
River; then south along the center of the Skunk River
to a point equidistant with the southernmost point of the
corporate limits of the city.
(4) First Ward, Precinct No. 4 consists of that part of the
First Ward bounded by a line described as beginning at
the intersection of Grand Avenue and Seventh Street;
then north along the centerline of Grand Avenue to
Sixteenth Street; then east along the centerline of
Sixteenth Street to Burnett Avenue; then north along
the centerline of Burnett Avenue to Twentieth Street;
then east along the centerline of Twentieth Street to
Douglas Avenue; the south along the centerline of Doug-
las Avenue to O'Neil Drive; then east along the
centerline of O'Neil Drive to Duff Avenue; then south
along the centerline of Duff Avenue to Seventh Street;
then west along the centerline of Seventh Street to the
point of beginning.
(5) First Ward, Precinct No. 5 consists of that part of the
First Ward demarcated by a line described as beginning
at a point on Stage Coach Road equidistant with the
northernmost point of the corporate limits of the city;
then south along the centerline of Stage Coach Road to
Thirteenth Street; then west along the center of Thir-
teenth Street to Glendale Avenue; then north along the
centerline of Glendale Avenue to Sixteenth Street; then
west along the centerline of Sixteenth Street to Duff
Avenue; then north along Duff Avenue to O'Neil Drive;
then west along the centerline of O'Neil Drive to Douglas
Avenue; then north along Douglas Avenue to Twentieth
Street; then west along the centerline of Twentieth
Street to Grand Avenue; then north along Grand Avenue
to a point equidistant to the northernmost point of the
corporate limits of the city; then east in a straight
line to the point of beginning.
Sec. 6.9. SECOND WARD VOTING PRECINCTS.
The Second Ward is divided into voting precincts as follows:

(1) The Second Ward, Precinct No. 1 consists of that part
of the Second Ward bounded by a line described as be-
ginning at the intersection of Grand Avenue and the C &
NW railroad tracks, then north along the centerline of
said tracks to Twenty-Fourth Street; then east along the
centerline of Twenty-Fourth Street to Northwestern Ave-
nue; then south along the centerline of Northwestern
Avenue to Sixteenth Street; then east along Sixteenth
Street to Grand Avenue; then south along the centerline
of Grand Avenue to the point of beginning.
(2) The Second Ward, Precinct No. 2 consists of that part
of the Second Ward bounded by a line described as begin-
ning at the intersection of Grand Avenue and the C &
NW railroad tracks; then north along the centerline of
the C & NW railroad tracks to Twenty-Fourth Street;
then west along Twenty-Fourth Street to a high voltage
electric transmission line; then due south along said
transmission line to Thirteenth Street; then east along
the centerline of Thirteenth Street to Haeber Road; then
south along the centerline of Haeber Road to Osborn
Drive; then west along the centerline of Osborn Drive to
Wallace Road; then south along Wallace Road to Lincoln
Way; then east along the centerline of Lincoln Way to
Squaw Creek; then north along the center of Squaw
Creek to the mainline C & NW railroad tracks, then east
along the center of said tracks to the point of begin-
ning.
(3) Second Ward, Precinct No. 3 consists of that part of the
Second Ward bounded by a line described as beginning
at the intersection of Sixteenth Street and Burnett
Avenue; then west along the centerline of Sixteenth
Street to Northwestern Avenue; then north along the
centerline of Northwestern Avenue to Thirtieth Street;
then continuing north and west along the centerline of
Truman Place to Hoover Avenue; then north along the
centerline of Hoover Avenue to Top-O-Hollow Road; then
east along the centerline of Top-O-Hollow Road to Grand
Avenue; then south along the centerline of Grand Ave-
nue to Twentieth Street; then east along the centerline
of Twentieth Street to Burnett Avenue; then south along
the centerline of Burnett Avenue to the point of begin-
ning.
(4) Second Ward, Precinct No. 4 consists of that part of the
Second Ward demarcated by a line described as begin-
ning at a point on Grand Avenue/U.S. Highway 69 that
is equidistant with the northernmost extent of the corpo-
rate limits of the city; then south along the centerline
of Grand Avenue/U.S. Highway 69 to Top-O-Hollow
Road; then west along the centerline of Top-O-Hollow
Road to Hoover Avenue; then south along the centerline
of Hoover Avenue to Truman Place; then east and south

along the centerline of Truman Place to Northwestern
Avenue; then south along the centerline of Northwestern
Avenue to Twenty-Fourth Street; then west along the
centerline of Twenty-Fourth Street to County Road
R-50; then north, west and north on County Road R-50
to a point equidistant with the northernmost extent of
the corporate limits of the city; then east in a straight
line to the point of beginning.
(5) Second Ward, Precinct No. 5 consists of that part of the
Second Ward demarcated by a line described as begin-
ning at a point on County Road R-50 equidistant with
the northernmost extent of the corporate limits of the
city; then south, east and south along County Road
R-50 to Twenty-Fourth Street; then east along the
centerline of Twenty-Fourth Street to a point of inter-
section with a high voltage electric transmission line;
then south along said transmission line to Squaw Creek;
then northwesterly along the center of Squaw Creek to a
point equidistant with the northernmost extent of the
corporate limits of the city; then east in a straight
line to the point of beginning.
Sec. 6.10. THIRD WARD VOTING PRECINCTS.
The Third Ward is divided into voting precincts as follows:
(1) Third Ward, Precinct No. 1 shall consist of that part of
the Third Ward demarcated by a line described as begin-
ning at a point on South Riverside Drive equidistant with
the southernmost extent of the corporate limits of the
City; then north along the centerline of South Riverside
Drive to U.S. Highway 30; then west along the
centerline of U.S. Highway 30 to a point of intersection
with an abandoned railroad right-of-way; then northeast
along the center of said abandoned right-of-way to
Squaw Creek; then west and north along the center of
Squaw Creek to Lincoln Way; then west along the
centerline of Lincoln Way to Beach Avenue; then south
along the centerline of Beach Avenue to Sunset Drive;
then west and south along the centerline of Sunset Drive
to Greeley Street; then south along the centerline of
Greeley Street to Pearson Avenue; then south along the
centerline of Pearson Avenue to Country Club Blvd;
then south and west along the centerline of Country
Club Blvd. to Ash Avenue; then south along Ash Ave-
nue to Ashmore Drive; then south and east along the
centerline of Ashmore Drive to Beach Avenue; then
south along the centerline of Beach Avenue to Mortenson
Parkway; then west along the centerline of Mortenson
Parkway to Mortenson Road; then continuing west on
Mortenson Road to State Avenue; then north along the
centerline of State Avenue to College Creek; then south-
westerly along College Creek to South Dakota Avenue;

then south along the centerline of South Dakota Avenue
to a point equidistant with the southernmost extent of
the corporate limits of the city; then east in a straight
line to the point of beginning.
(2) Third Ward, Precinct No. 2 shall consist of that part of
the Third Ward bounded by a line described as begin-
ning at the intersection of Lincoln Way and Beach Ave-
nue; then west along the centerline of Lincoln Way to
Stanton Avenue; then south along the centerline of Stan-
ton Avenue to Knapp Street; then east along the
centerline of Knapp Street to Ash Avenue; then north
along the centerline of Ash Avenue to Sunset Drive;
then northeasterly along Sunset Drive to Beach Avenue;
then north along the centerline of Beach Avenue to the
point of beginning.
(3) Third Ward, Precinct No. 3 shall consist of that part of
the Third Ward bounded by a line described as begin-
ning at Lincoln Way and Stanton Avenue, then south
along the centerline of Stanton Avenue to Knapp Street;
then west along the centerline of Knapp Street to Welch
Avenue; then south along the centerline of Welch Avneue
to Storm Street; then west along the centerline of Storm
Street to Hayward Avenue; then south along the
centerline of Hayward Avenue to Mortenson Road; then
west along the centerline of Mortenson Road to State
Avenue; then north along the centerline of State Avenue
to Lettie Street; then west along the centerline of
Lettie Street to Wilmoth Street; then north along the
center of Wilmoth Street to Story Street; then east along
the centerline of Story Street to Howard Avenue; then
north along the centerline of Howard Avenue to West
Street; then easterly along the centerline of West Street
to Beyer Court; then south and westerly along the
centerline of Beyer Court until it intersects that side-
walk lying immediately to the west of Friley Hall, then
proceeding southwesterly along the centerline of said
sidewalk (and its extension) until it intersects Lincoln
Way; then proceeding east along the centerline of Lincoln
Way to the point of beginning.
(4) Third Ward, Precinct No. 4 shall consist of that part of
the Third Ward demarcated by a line described as begin-
ning at a point on Lincoln Way equidistant with the
westernmost extent of the corporate limits of the city;
then east along the centerline of Lincoln Way to Wilmoth
Street; then south along the centerline of Wilmoth Street
to Lettie Street; then east along the centerline of
Lettie Street to State Avenue; then south along the
centerline of State Avenue to College Creek; then south
and west along the center of College Creek to South
Dakota Avenue; then south along the centerline of South
Dakota Avenue to a point equidistant with the southern-

most extent of the corporate limits of the city; then
northwest in a straight line to the point of beginning.
(5) Third Ward, Precinct No. 5 shall consist of that part of
the Third Ward bounded by a line described as begin-
ning at the intersection of Ash Avenue and Sunset
Drive; then proceeding east along the centerline of
Sunset Drive to Pearson Avenue; then south along the
centerline of Pearson Avenue to Country Club Blvd;
then south and west along Country Club Blvd. to Ash
Avenue; then south along the centerline of Ash Avenue
to Ashmore Drive; then along the centerline of Ashmore
Drive to Beach Avenue; then south along the centerline
of Beach Avenue to Mortenson Parkway; then north and
west along Mortenson Parkway to Hayward Avenue; then
north along the centerline of Hayward Avenue to Storm
Street; then east along the centerline of Storm Street to
Welch Avenue; then south along the centerline of Welch
Avenue to Knapp Street; then east along the centerline of
Knapp Street to Ash Avenue; then north along the
centerline of Ash Avenue to the point of beginning.
Sec. 6.11. FOURTH WARD VOTING PRECINCTS.
The Fourth Ward is divided into voting precincts as follows:
(1) Fourth Ward, Precinct No. 1 shall consist of that part of
the Fourth Ward bounded by a line described as begin-
ning at the intersection of Sheldon Avenue and West
Street; then north along the centerline of Sheldon Avenue
to Hyland Avenue; then north along Hyland Avenue to
Clear Creek; then west along the center of Clear Creek
to North Dakota Avenue; then south along the centerline
of North Dakota Avenue to Lincoln Way; then east along
the centerline of Lincoln Way to Wilmoth Street; then
north along the centerline of Wilmoth Street to Story
Street; then east along the centerline of Story Street to
Howard Avenue; then north along the centerline of How-
ard Avenue to West Street; then east along the centerline
of West Street to the point of beginning.
(2) Fourth Ward, Precinct No. 2 shall consist of that part of
the Fourth Ward lying to the westward side of a line
described as beginning at a point on Lincoln Way equidis-
tant with the westernmost extent of the corporate limits
of the city, then east along the centerline of Lincoln
Way to North Dakota Avenue; then north along the
centerline of North Dakota Avenue to Phoenix Street;
then east along the centerline of Phoenix Street to
Garfield Avenue; then north along the centerline of
Garfield Avenue to Quebec Street; then west along the
centerline of Quebec Street to Arizona Avenue; then
north along the center of Arizona Avenue to Ontario
Street; then west along the centerline of Ontario Street

to North Dakota Avenue; then north along the centerline
of North Dakota Avenue to a point equidistant with the
northernmost extent of the corporate limits of the city.
3 Fourth Ward Third Precinct shall consist of that art of

ning at a point on North Dakota Avenue equidistant with
the northernmost extent of the corporate limits of the
city; then south along the centerline of North Dakota
Avenue to Ontario Street; then east along the centerline
of Ontario Street to Arizona Avenue; then south along
the centerline of Arizona Avenue to Quebec Street; then
east along the centerline of Quebec Street to Garfield
Avenue; then south along the centerline of Garfield
Avenue to Phoenix Street; then west along the centerline
of Phoenix Street to North Dakota Avenue; then along
the centerline of North Dakota Avenue to Clear Creek;
then easterly along the center of Clear Creek to Squaw
Creek; then north along the center of Squaw Creek to a
point equidistant with the northernmost corporate limits
of the city; then west in a straight line to the point of
beginning.
(4) Fourth Ward, Fourth Precinct shall consist of that part
of the Fourth Ward bounded by a line described as begin-
ning at the intersection of Knoll Road and Lincoln Way,
then proceeding north along the centerline of Knoll Road
(extended) to Osborn Drive; then west along the
centerline of Osborn Drive to Stange Road (extended) ;
then north along Stange Road to Pammel Drive; then
west along the center of Pammel Drive to Hyland Ave-
nue; then south along the centerline of Hyland Avenue
to Sheldon Avenue; then southeast and south along the
centerline of Sheldon Avenue to West Street; then east
along the centerline of West Street to Beyer Court; then
south and westerly along the centerline of Beyer Court
until it intersects the sidewalk lying immediately to the
west of Friley Hall, then proceeding southwesterly along
that sidewalk (extended) until it intersects Lincoln Way,
then east along the centerline of Lincoln Way to the
point of beginning.
(5) Fourth Ward, Fifth Precinct shall consist of that part of
the Fourth Ward bounded by a line described as begin-
ning at the intersection of Lincoln Way and Wallace Road;
then north along the centerline of Wallace Road to Osborn
Drive; then east along the centerline of Osborn Drive to
Haeber Road; then north along the centerline of Haeber
Road to Thirteenth Street; then west on Thirteenth
Street to its point of intersection with a high voltage
electric transmission line; then north along said trans-
mission line to Squaw Creek; then west along the center
of Squaw Creek to Stange Road; then south along the
centerline of Stange Road to Osborn Drive; then east on

Osborn Drive to extended Knoll Road; then south along
the centerline of Knoll Road to Lincoln Way; then east
along the centerline of Lincoln Way to the point of
beginning."
Section Two. All ordinances or parts of ordinances in conflict
herewith are hereby repealed to the extent of such conflict.
Section Three. This ordinance shall be in full force and effect
from and after its passage and publication as required by law.
