Enclosed please find a map of the new legislative districts for your city. We have also included the statutory language which provides the metes and bounds descripti is of the districts . All precincts must be contained wholly within these legislative districts except when this requirement would force the creation of a precinct which includes the places of residence of fewer than 50 qualified electors . The Census Bureau has, for the first time, block counted the entire state ' s population which by statute requires all cities to follow the boundaries of areas for which official population figures are available under the 1990 Census . City precincts must follow census block (or block part ) boundaries , the county precincts do not . However , board of supervisor districts for boards which have members elected from the electorate of those districts ( rather than all elected at-large) must have the boundaries of the supervisor districts follow the boundaries of election precincts . City wards must also follow the boundaries of election precincts . r -2- In order for your city to comply with these requirements , it must obtain or have access to the official census maps and population data figures . These items may be obtained from Beth Henning, State Data Center , phone number : 515-281-4350 . I have also enclosed a copy of a memorandum from Diane Bolender on obtaining the services of the Legislative Service Bureau for these tasks . Timber Creek and Le Grand townships . b. That portion of the city of Marshalltown and Marietta township bounded by a line commencing at the point Highland Acres road, West Main street, and the corporate limits of the city of Marshalltown intersect , then proceeding first east and then in a clockwise manner along the corporate limits of the city of Marshalltown to the point of origin. Under section 49.5, the boundaries of each precinct must follow the boundaries of areas for which official population figures are available unless census block data is not available. Cities in which some or all members of the city council are elected from wards must be apportioned into wards on the basis of population and the wards must follow the boundaries of election precincts. Since Chapter 42 of the Code required the Legislative Service Bureau to draw legislative and congressional districts for consideration by the Iowa General Assembly in 1991, the Iowa Legislative Council purchased computer equipment and redistricting software capable of drawing city precincts and wards of equal population based upon the 1990 census data. Now that the redistricting tasks of the Legislative Service Bureau have been completed, the Legislative Service Bureau may be available to assist you in redrawing your precincts and wards. If a sufficient City Managers or Administrators June 6, 1991 Page 2 number of cities (and counties) expresses an interest in purchasing the services of the Legislative Service Bureau, the Bureau will contract with our software vendor, Election Data Services Inc. to P purchase an urch optical disk containing the block level P census data for your county so that we would have the population data for your city. If you decide to purchase the services of the Legislative Service Bureau, our redistricting team would work with your designee to draw the precincts and wards for your city. The Legislative Service Bureau would charge counties and cities based upon their populations and based upon the cost to the Bureau of obtaining the block level census data from Election Data Services, Inc. Please let the Legislative Service Bureau know if you would be interested in redistricting assistance. Once we have determined the numbers of counties and cities interested, we can provide you with information about the fee structure.
