RE: NEW LEGISLATIVE DISTRICTS
Dear Ms. Dionigi :
With the legislature having completed its redistricting
process, it will now be possible for the cities to redraw their
precinct and wards boundaries . Enclosed please find a map of the
new legislative districts for your city. We have also included
the statutory language which provides the metes and bounds
descripti is of the districts . All precincts must be contained
wholly within these legislative districts except when this
requirement would force the creation of a precinct which includes
the places of residence of fewer than 50 qualified electors .
The Census Bureau has, for the first time, block counted the
entire state ' s population which by statute requires all cities to
follow the boundaries of areas for which official population
figures are available under the 1990 Census . City precincts must
follow census block (or block part ) boundaries , the county
precincts do not . However , board of supervisor districts for
boards which have members elected from the electorate of those
districts ( rather than all elected at-large) must have the
boundaries of the supervisor districts follow the boundaries of
election precincts . City wards must also follow the boundaries
of election precincts .

In order for your city to comply with these requirements , it
must obtain or have access to the official census maps and
population data figures . These items may be obtained from Beth
Henning, State Data Center , phone number : 515-281-4350 .
I have also enclosed a copy of a memorandum from Diane
Bolender on obtaining the services of the Legislative Service
Bureau for these tasks . Please feel free to call me at
515-242-5927 should you have any questions on the enclosed
materials.

fifty-seventh representative district .

59 . The fifty-ninth representative district shall consist
of :
a. Iowa county..

sixtieth representative district .
60 . The sixtieth representative district shall consist of :-

c. In Benton county., Bruce, Cedar , Harrison, Polk , Taylor ,

61. The sixty-first representative district in Story
county shall consist of that portion of the city of Ames
bounded by a line commencing at the point Thackery avenue,
Lincoln way, and the corporate limits of the city of Ames
intersect, then proceeding east along Lincoln way until it
intersects Wilmoth avenue, then proceeding north along Wilmoth
avenue until it intersects Story street, then proceeding east
along Story street until it intersects Howard avenue, then
proceeding north along Howard avenue until it intersects West
street, then proceeding easterly along West street until it
intersects Beyer court, then proceeding first south and then
westerly along Beyer court until it intersects the sidewalk
lying to the west of Friley hall, then proceeding
southwesterly along the sidewalk lying to the west of Friley
hall (and its extension) until it .intersects Lincoln way, then
proceeding east along Lincoln way until it intersects Squaw
creek, then proceeding northerly along Squaw creek until it
intersects the Chicago and Northwestern Transportation Company
railroad track, then proceeding southeasterly along the

63 . The sixty-third representative district shall consist
of:
a. That portion of Story county not contained in the
sixty-first or sixty-second representative districts.
b. That portion of Marshall county not contained in the
fifty-eighth or sixty-fourth representative district .
64 . The sixty-fourth representative district in Marshall
county shall consist of:
a. Timber Creek and Le Grand townships .
b. That portion of the city of Marshalltown and Marietta
township bounded by a line commencing at the point Highland
Acres road, West Main street, and the corporate limits of the
city of Marshalltown intersect , then proceeding first east and
then in a clockwise manner along the corporate limits of the
city of Marshalltown to the point of origin.

MEMORANDUM
TO: CITY MANAGERS OR ADMINISTRATORS
FROM: DIANE BOLENDER, DIRECTOR
RE: Redrawing of City Precincts and City Council Wards
Under sections 49.5 and 49.7 of the Code of Iowa (1991), by November 15, 1991,
the city council is required to divide the city into election precincts of reasonably
equal population based upon the decennial census figures. Under section 49.5, the
boundaries of each precinct must follow the boundaries of areas for which official
population figures are available unless census block data is not available. Cities in
which some or all members of the city council are elected from wards must be
apportioned into wards on the basis of population and the wards must follow the
boundaries of election precincts.
Since Chapter 42 of the Code required the Legislative Service Bureau to draw
legislative and congressional districts for consideration by the Iowa General
Assembly in 1991, the Iowa Legislative Council purchased computer equipment and
redistricting software capable of drawing city precincts and wards of equal
population based upon the 1990 census data. Now that the redistricting tasks of the
Legislative Service Bureau have been completed, the Legislative Service Bureau may
be available to assist you in redrawing your precincts and wards. If a sufficient

number of cities (and counties) expresses an interest in purchasing the services of
the Legislative Service Bureau, the Bureau will contract with our software vendor,
Election Data Services Inc. to P
purchase an urch optical disk containing the block level
P
census data for your county so that we would have the population data for your
city. If you decide to purchase the services of the Legislative Service Bureau, our
redistricting team would work with your designee to draw the precincts and wards
for your city.
The Legislative Service Bureau would charge counties and cities based upon their
populations and based upon the cost to the Bureau of obtaining the block level
census data from Election Data Services, Inc. Please let the Legislative Service
Bureau know if you would be interested in redistricting assistance. Once we have
determined the numbers of counties and cities interested, we can provide you with
information about the fee structure.
