MEMORANDUM JUL 29199i
1
TO: CITY MANAGERS OR ADMINISTRATORS
FROM: DIANE BOLENDER, DIRECTOR /
RE: Redrawing of City Precincts and City Council Wards
The Legislative Service Bureau sent you a memorandum earlier this summer
indicating that the Legislative Service Bureau Redistricting staff could assist you in
performing your redistricting functions using the 1990 Census Bureau block data. In
order for us to offer our redistricting expertise to county boards of supervisors and
cities, we must purchase the digitized data base from our redistricting vendor,
Election Data Services, Inc. We have had several conversations with representatives
from our vendor and he has quoted us a minimum price for providing the
information we will need. In conjunction with the price quoted by the vendor, the
Legislative Service Bureau proposes the following fee schedule for providing
redistricting services to counties and cities, based upon their 1990 population:
CITY POPULATION FEE
Under 10,000 $1,500
10,000 - 19,999 $2,000
20,000 - 49,000 $3,000
50,000 - 99,000 $4,000
100,000 and Over $5,000
City Managers or Administrators
July 25, 1991

We need your response to this proposal no later than Monday, August 19, 1991,
in order to determine whether a sufficient number of county boards of supervisors
and city councils will be using the services of the Legislative Service Bureau to cover
the cost of providing the service. If we have not heard from you by August 19, we
will assume that you will not be using the Legislative Service Bureau.
Based upon the responses that we receive from counties and cities, we will notify
you during the week of August 19, 1991, whether the Legislative Service Bureau will
be performing redistricting services.
Thank you for your interest.
Sincerely,
DIANE BOLENDER
Director
