BACKGROUND- At the July 23rd meeting, council requested that staff evaluate street widths on Hillcrest to determine if parking restrictions were needed to accommodate future traffic volume increases generated by a proposed multi-unit development. Development plans call for construction of a 30 unit apartment complex that is projected to generate 200 vehicle trips per day from the two drive accesses on Hillcrest. Current traffic volumes are estimated to be 300 to 500 vehicles per day. The street has a 25 foot width and an existing alternate side parking restriction. Staff believes that this street width is inadequate for both traffic flow and one-side parking according to an analysis of residential street widths performed for the Bloomington Heights development in March, 1991. In that study, it was concluded that 26' (27'b-b) streets should be the minimum width allowed when parking is restricted to one side. This would allow two - 9' traffic lanes and a 8 foot parking lane. (This evaluation took into consideration the effects of snow accumulations on street widths that in effect, reduced the street by one to two feet.) Hillcrest has a width less than the minimum width that is recommended to safely handle traffic. On-street parking is heavily utilized on Hillcrest during the daylight hours when the university is in session according to a parking study performed in 1990. This parking contributes to sight restrictions and hampers vehicles maneuvering at drives and intersections. With the increased traffic generated by proposed multi-unit development, the number of conflicts may increase significantly on Hillcrest due to the presence of parked vehicles. ALTERNATIVES: 1. Designate parking restrictions for both sides of Hillcrest from West to Woodland Street. 2. Do nothing. 3. Designate a "Type 2" alternate-side parking restriction that has a four-hour parking duration from 6:00 a.m. to 8:00 p.m. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1 and direct the City Attorney to draft an ordinance designating the parking restrictions on Hillcrest Avenue.
