SUBJECT: Multi-stop control placement on Hyland/West intersection.
BACKGROUND:
The Hyland/West intersection has been evaluated for traffic safety im-
provements. Since it has been identified as a high accident location, staff
recommends that a four-way stop should replace the existing two-way stop
at the intersection to reduce accidents. This measure is warranted due to
both the reported traffic accidents and volumes at this intersection.
According to police accident reports, there have been twenty-one accidents
resulting in twelve injuries during the past five years.
According to the 1990 Traffic Accident Study, the West/Hyland intersection
has had the fifth highest accident experienced for two-way stop intersec-
tion based on accident numbers and severity. (Of the four highest
accident locations, Lincoln Way/Dayton, Lincoln Way/Hyland, and
Elwood/Mortensen intersections, are being considered for signalization.
Accidents occurring at the Lincoln Way/S 2nd intersection are resulting
from the congestion at the Lincoln Way/Duff intersection.) A four-way
stop control is recommended instead of traffic signals for this intersection
since both intersecting streets are two-lane facilities. With this number of
lanes, motorists experience less delay and confusion by the all-way stop
control.
The Hyland/West intersection warrants four-way stop controls based on
accident experience. According to the Federal DOT's standards, a four-
way stop control is warranted when there has been five or more accidents
per year of a type susceptible of correction by a multi-way stop control.
Such accidents include right and left turn collisions as well as right-angle
collisions. According to accident reports, this warrant has been met two
out of the past three years at the Hyland/West intersection. Accidents in
the past three years have been 6 (1988), 5 (1989), and 3 (1990). Nearly
all accidents have been of a type susceptible of correction by multi-way
stop controls.
Staff believes that the four-way stop control at the Hyland/West intersec-
tion will significantly reduce accidents. Based on accident experience at
other multi-way stop controlled intersections with entering traffic volumes
greater than 10,000 vehicles per day, the reduction of accidents should be
at least one-half the current rate. Accident rates at existing multi-way
stop intersections average 1.16 per year. Shown in the table below are
the accident rates for the average multi-way stop intersection (with
entering traffic volumes greater than 10,000) compared with the rates at
the Hyland/West intersection.

The intersection also warrants a four-way stop control based on traffic
volumes. According to the MUTCD, warrants are met when there has been
an average of at least 500 vehicles entering the intersection per hour for
any eight hour day. At the Hyland/West intersection, there is an average
of 675 vehicles entering per hour during this period. Also, a multi-way
stop control should be used only where the volume of traffic on the
intersecting roads is approximately equal. At this intersection, there is
an average daily traffic volume of 5,344 and 4,526 vehicles on the Hyland
and West Street approaches, respectively. Also, both these intersecting
streets are functionally classified as collector streets.
ALTERNATIVES:
1. Approve the placement of a four-way stop control at the Hyland/West
intersection.
2. Direct staff to analyze alternate measures to reduce accidents at this
intersection.
3. Do nothing.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 and direct the City Attorney to prepare an ordinance
revising the "Through" street designation for West Street. The four-way
stop control will be authorized administratively by the City Manager.
