HomeMy WebLinkAboutA003 - Council Action Form dated June 15, 1991 COUNCIL ACTION FORM Item # Date: June 25, 1991 SUBJECT: Modification of Municipal Code to allow for once per week waste collection. BACKGROUND: The current City ordinance dealing with waste collection requires licensed haulers to provide two pickups per week for residential customers. Earlier this spring, the haulers requested that the City Code be modified to allow for once per week collection if the customers wanted that level of service. Their request was based on input from their customers who felt that with the yard waste separation, they have a reduced volume that would be handled with once per week collection. In addition, the haulers are interested in keeping the costs down for low volume customers in an attempt to be as fair as possible with each customer. Staff feels that offering once per week collection is appropriate for those who generate low volumes. As greater volumes of waste are collected only once per week, however, it should be recognized that odor problems may increase at the Resource Recovery Plant and at the residences, as well as that the quality of refuse derived fuel (RDF) may degrade somewhat. Sanitation problems could also increase which could require more active enforcement of tight fitting lids on containers. In meetings with the garbage haulers, concern was expressed about the problem of high volume generators trying to work with once per week collection. The haulers indicated that they might develop sliding scales of charges for the once per week collection such that it would be most attractive to low volume generators. The haulers are very interested in developing this once per week collection option for single family or two- family dwellings as a means of creating rates that are more fair to their customers. They have requested that Council consider passage of the ordinance on three readings so that the option of once per week collection will be available on July 1st when the new charges go into effect at the Resource Recovery Plant. If this proposal is adopted, it should be expected that the regulations will be evolutionary in nature. Adjustments will probably be necessary after we have had some experience with the program. ALTERNATIVES: 1. Modify the existing ordinance to allow for once per week collection for single family or two family dwellings if requested by the custom- er. Modify the existing ordinance to allow for once per week collection for single family or two family dwellings but establish a volume restriction on the number of containers that can be set out if this service is offered. This would prevent large volume users from getting involved. However, the haulers point out that it may create illegal dumping problems if larger volumes are generated over the maximum amount. 3. Reject the request and stay with twice a week collection. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council modify the ordinance to allow once per week collection for single and two family dwellings if requested by the customer.
