In the best interest of our customers and your constituents, we request that
Section 10.18 (1) of the Municipal Code be changed to read:
Licensed collectors shall offer at least 1 collection
per week to private residences. Collections that are
scheduled for a day which is also a holiday observed by
garbage collectors shall be rescheduled for collection
on another day the same week.
The option to choose one pick up per week is of utmost importance for the
home owner who does not have the volume to warrant a second collection. This
will include an increasing number of residents now, considering the elimin-
ation of yard waste.
With the scheduled increase of the user fee at Resource Recovery prompting
a substantial rate increase for collection, the lesser rate for one pick up
per week is an important option that should be offered.
The Code should state "collectors shall offer" rather than "collections. . . .
. . . . . shall be made" because: since Ames does not have mandatory or "city
wide" collections, the offer of once a week service should fulfill compliance.
It is quite conceivable that a family that recycles glass, plastic, paper,
and metal, and uses a garbage disposal, will store whats left and call for
a single stop periodically. No collector solicits this type of service,
but should be allowed to make such collections without being imcumbered by
an ordinance requiring the hauler to make weekly collections, when there is
no ordinance requiring the resident to subscribe to a regular collection.
