Dearn City Council Member:
Protecting the business and associational opportunities of homosexuals
is neither a Civil Rights Issue nor an actual right. But it is a Constitu-
tional right of the people to be at liberty to do business with those we
choose, and to associate with those we choose.
"Sexual Orientation" is not a Civil Rights Issue. Sex is a behavior,
and one's relationships and conduct are in many ways related to one's sexual
orientation. "Sexual Orientation" does not involve clearly identifiable
traits, and so it is not covered by the Constistutional amendment 14 on Civil
Rights. The Iowa General Assembly recognized this when they added "sexual"
orientation" to the chapter entitled Infringement of Civil Rights by removing
the "Civil" from wherever it occured in the chapter, and the chapter is now
entitled Infringement of Individual Rights .
Some have alleged that homosexuals have a right to be protected from
discrimination. With every right their is created a duty for someone else,
who is obliged to do something or not do something so someone else can enjoy
their rights. The ultimate test in determining these proposed rights is the
following: Do we the people feelan overwhelming moral obligation to protect
the business and associational opportunities of those with homosexual behavior?.
The people's answer is no. But the ,,Ames City Council is obliged to uphold
a well established Constitutional right that of the freedom of association--
the libery to do business with those we choose, and to associate with those
we choose. There is no recourse but to deny passage of the ordinance amending
the Human Relations Chapter of the Municipal Code to add "Sexual Orientation"
as a prohibited form of discrimination.

Human Relations Ordinance Revision
Dear Mayor Curtis:
I am writing this with great difficulty and reluctance, but also as a very
concerned citizen opposing this proposed Ordinance revision. Parents have
the right and duty to protect their children from homosexual exposure and
courting. A safe home, apartment and neighborhood is fundamental in providing
this protection.
Please understand that active homosexuality is no more a legitimate "alternate
lifestyle" than prostitution, active alcoholism or drug addiction. It is just
another perversion of the body that frequently leads- to severe negative health
consequences for the individual, as well as those in close contact.
And do understand just what is active male homosexuality--a man deriving his
ultimate sexual pleasure from inserting and ejaculating his penis in the
rectum, mouth, and hands of other males and reciprocating his rectum and
mouth. Generally the younger the partner, the greater the pleasure.
Third, understand that most homosexuals were courted into the practice, one
by one, many at a very young age. No boy or young man can be considered "off
limits" from the courtship or advances of an active homosexual. The courtship
can be very patient, tender, appealing, yet relentless--right under the nose
of an unsuspecting parent. The persistence differs little from the recruiting
and seduction of our young into drug addiction. Yet the end consequences to
the individual and to Society in general are disasterous.
Would we for a moment seriously consider drug pushing as an "alternate
lifestyle," and provide legal protection?
As a City we don't need to encourage perversion. Rather, we need to discour-
age it, and offer its victims hope and rehabilitation, as we do for the active
alcoholic and addict.
Please vote against this Ordinance revision, protect our children and save our
fine All-American City from deteriorating into a Mecca for perversion and
disease.

Dear Council Members:
I wonder if you realize all the ramifications if you pass the proposed ordinance
concerning discrimination based on sexual preference.
When my husband and I moved to Ames with our five small children, we had
a difficult time financially, so we decided to rent sleeping rooms in our big
house and put some of our children together in the same bedrooms. About
a year after our first two tenants were installed, one decided to move and
we rented to a woman in her late 30's. Almost immediately we had men ringing
our doorbell to see this woman. Of course, you've guessed it--she was one
of Ames' prominent prostitutes (how many does Ames have? I have no idea!)
Well, my husband wanted me to tell her she couldn't stay in our home (he was
rather afraid of her, I think. He's a decent, godly man who was appalled at
the idea of whom we had rented to!). I gave her a week to find other lodgings.
She was, of course, very angry (and afraid, also, I think), but there was no
way I could have that kind of activity going on in r:Sy home!! She threatened
me and my children (but nothing ever came of it, of course), tried to push
me down the stairs, and generally became quite obnoxious.
Mgr point is, wouldn't she also be covered under your ordinance? Her sexual
preference is to have multiple men partners. If I found out someone were
a homosexual, I would not want to rent to that person. First of all, I do not
believe it is just "an alternative life style" (so is prostitution); I believe the
Bible says it is an "abomination" to God! How could I condone that which
God Himself condemns? If you as a Council pass this ordinance, you will have
MANY people unable to comply because of their religious convictions.
Please reconsider your decision now before you go through any more readings
of this document.

Dear City Council:
Over the last few years here I have seen some improvements in the lives of
homosexuals. One is the counseling of young homosexuals. Another is their
willingness to accept bisexuals as well as homosexuals. A third is the decrease
in homosexual that are or plan to marry.
Good things can occur without "Sexual Orientation" being added to Chapter 14:
Human Relations of the Municipal Code of the City of Ames, Iowa, and some negative
things can occur with it's addition. These are eliminating the legal preference
for heterosexual displays of affection and decisions on sexual confrontations.
Another negative consequence is establishing a legal foundation for a homosexual
subculture. I do not want to see chapter 14 of the municipal code include sexual
orientation.
In the Ames Human Relations Commission's Subcommittee Recommendations/
Responses the the Task Force on Equality's Preliminary Report, part: of the
commissions response to a change in chapter 14 was "It would not limit an employer
from dictating rules of conduct in the expression of affection between employees."
There has been no needfor such rules in employment, housing or public accommo-
dations. This is because of the mores of the area and because heterosexual
preference is the norm. I think heterosexual displays of affection should be
given acceptance in many instances where the same homosexual displays of affection
need not be. This will continue to be legal only if the council votes nay to
the Homosexual Privileges Ordinance.
Being sexually propositioned, confronted or assaulted by a member of one's
otim sex is disturbing or more disturbing than the same occurence happening with
the opposite sex and is more harshly judged. I do not want to see this concept
abandoned. In any review and judgement of an employee, tenant, patron or
citizen concerning sexual confrontations, I would like to see a bias against
homosexual behavior. I do not think such a bias would hold up in law anymore
if sexual orientation is worked into chapter 14 of the Ames Municipal Code.
Outside of I.S.U., homosexuals here have behavior indistinguishable from
the rest of the community that I would like to see continued. They live, work
and own businesses, among us, as one of us, not set apart. I do not accept the
sexual overt behavior and mannerisms, and promiscuity found in homosexual society
in other parts of the country. This would be given license to develop here if
sexual orientation is included in chapter 14.
Midwesterners stay away from touching, and to legislate concerns relative
to sexual touching relegates touching further into the realm of the private and
the forbidden. Please vote against the ordinance amending the Human Relations
Chapter of the Municipal Code to add "Sexual Orientation" as a prohibited form
of discrimination.

Gentlemen:
My wife and I are residents of Ames who chose this city,four years ago, as a very attractive
community in which to retire from our respective positions in the Washington D. C. area as public
school teacher and senior contract specialist/contracting officer with one of the materiel commands
of the Navy Department. We have greatly enjoyed the benefits of this fine city and have sought to
be responsible, contributing citizens.
The purpose of this letter is to"go over the head"of my council-person,whose mind appears to be
set to continue to support the passage of the amendment to the city code to prohibit what is
purported to be discrimination in this city in the areas of housing,credit,employment and public
accommodations. We appeal to you to reject this dangerous encroachment upon the rights and
moral convictions of multitudes of people in this city.
We want you to know that we strongly support attorney Craig Hastings arguments,presented in
the recent public meeting, in which he advised very cogently of the danger of such an amendment.
We further agree with a number of the other presentations which, in effect,see it as a tramelling
upon the rights of many dedicated,participating citizens of this community.
We want to further convey to you that we were appalled, as we watched the meeting live on our
television, at the complete lack of discussion by the council members of such a weighty issue. We
could reach no other conclusion than that the minds of the council were prematurely made up,
regardless of input from the members of this community,and that the public meeting was a charade
designed to meet a requirement or to pacify public opinion. We are deeply disappointed in the
functioning of the Council, if this is the case.
In conclusion,we feel that the Council needs to think very seriously before endorsing and
supporting a very vocal minority of citizens who have,of their own volition, adopted a gross and
unnatural lifestyle,historically rejected by our society as unacceptable and abhorrent, and who
have spread one of the most virulent,communicable diseases known to man. Does the Council
really want to accept the responsibility for promoting and encouraging such a lifestyle? Does it
want to contribute to the endangerment of the lives of the people of Ames by making this city a
welcoming haven for homosexuals and prostitutes?

To pass a city of Ames ordinance which forces property-owners
to "house" homosexuals and employers to employ homosexuals would be
a detrimental action because :
1. Homosexuals are personae non gratae by reason of the
fact that they have transmitted more of the Aids disease--
and will continue to do so--than any other group in America;,
2. Homosexuals have made themselves obnoxious by destroying
church property, denouncing religion, and insulting clergy;
3. Homosexuals are reported as currently attempting to
install courses on homosexuality in the public school
system and as trying to influence school children to adopt
a homosexual lifestyle when they become adults;
4. Homosexual group ' s rights cannot be compared with
racial group's rights : a person' s race is not his fault,

can be reversed if desired;
5 . In Ames, racial groups (whose color isn' t their fault)

7. Forcing a property owner to house homosexuals- and an
employer to hire homosexuals would result in a tyrannical

8. It has been determined that Aids is not only transmitted
by blood but by fluids. What if an Aids-infected homosexual.

Dear Citizenry:
To say that discrimination is prohibited based on one ' s
"Sexual Orientation" is to say all sexual orientations are
considered equally in terms of the law. If we do not think they
are equal then we should not put them into law as if they were .
To do so would be making it a viable choice to all the citizenry
as to what their sexuality should be and how they should have a
family. Do you want to encourage youth and young adults to try
all sexual orientations .like they try out all other legalized
adult behaviors? Do you want to swing to the other end of the
pendulum and have marital and family laws for all sexual orienta-
ions? Placing all sexual orientations on a par with each other
does nothing less than say that society considers heterosexuality,
bisexuality and homosexuality to be of equal value and due equal
protection under the law in public , marital and family concerns .
There are changes in this community that have improved the
lives of non-heterosexuals . The results are and will be fewer
homosexuals hiding in heterosexual marriages , and less exploitation
of young homosexuals . Another result is an increased opportunity
for them to rent and buy housing, and to work in Ames . Let the
changes occur at the pace of the entire community as members of
the community, some homosexual , expand their horizons .
To make these changes by law is to ignore the community and
it ' s evolution and to encourage a socio-political entity that will
define the social parameters of homo/bisexuals and demand acceptance
on their terms from everyone .

Dear Members of City Council:
I am writing about the ordinance prohibiting discrimination against homo-
sexuals in matters of employment, credit, rental housing, real estate purchases
and public accommodations.
I believe that passage of this ordinance would result in increased encourage-
ment of singles to try homosexuality, and the transmission of sexual diseases
from homosexuals to the general community.
In 1989 the ISU homosexual community did not want any race, religion or age
barriers thus achieving the greatest number of potential sexual partners. Young
homosexual were exploited in this situation, and the passage of Human Immunodefi-
ciency Virus (HIV) from one generation to another was enhanced. With increased
counseling of young homosexuals hopefully they will have more self-respect for
themselves in their sexual relations.
Since prohibiting discrimination due to one's sexual orientation includes
both one's public as well as one's private sexual behavior, mannerisms, and
dress, homosexuals could court members of their own sex in public. If they
choose to disregard the other person's sexual preference, they could increase
the potential number of sexual partners, which would make homosexuals quit happy.
Hence they proclaim how much better bisexuality is than even homosexuality in
hopes that we will come join them. Since ISU has declared that they will not
discriminate on the basis of affectional orientation, homosexuals have become
more overt in their behavior and pronouncements. From this protectected enclave
they come to the city asking for a legal remedy that would give them not just
protection, butleverage to impose themselves and their demands on the public.
Just as women need to protect themselves against pregnancy, ..in homosexual
sex men need to: protect themselves against veneral disease by avoiding certain
sexual practices and by using condoms. This need arises because male homosexual
sexual practices can lead to bruised tissue, allowing germs to enter the blood
stream in anal intercourse or by putting a hand or fist into someone's rectum;
the exchange of germs carried in feces and saliva in oral/anal contact, and :)."`-
allowing possible viruses in urine to enter the mouth, rectum, open cuts or sores.
Encouraging heterosexual men to experience another man has the potential to -Tic:
increaseu-sexually transmitted diseases, particularly hepatitis-B virus and Human
Immunodeficiency Virus (HIV), unto the general population. For now we can thank
hbmosexuals for their containment of the Human Immunodeficiency Virus, let us,
especially women, hope this containment continues. Making it illegal to protect
oneself from the sexual behavior, mannerisms or dress of homosexuals in public
will likely have the reverse effect because of an increased homosexual population
and more male heterosexuals trying out homosexuality.
