SUBJECT: Parking restrictions for Buckeye Avenue.
BACKGROUND:
On December 18, City Council tabled the staff's recommendation to prohibit
parking on both sides of Buckeye Avenue and directed staff to contact the
developers of South Duff Partnership to determine if they would support
parking on only one side of the street for a twelve month period.
Buckeye Avenue is currently being used for parking by Benson Motors
employees and Bob Benson requested that parking be allowed on one side
of the street.
Doug Pyle, who represents the Developers, has provided the attached
letter indicating that he could support parking on one side of the street
for a six month period only if Benson Motors needed time to implement a
specific plan for employee parking.
Mr. Curt Benson indicated to staff that there are no specific plans for
supplying parking for his employees at this time. He believes the addi-
tional six months would provide sufficient time to refine their overall
development plans and determine how they will handle employee parking in
the future.
Currently no parking designations exist on Buckeye Avenue and problems
have occurred. Along Buckeye vehicles are parked usually on the south
end of S. 16th Street which impedes vehicular movements.
Traffic volumes will significantly increase on Buckeye Avenue with further
area development. In planning stages, this street was intended to be
utilized for only traffic flow purposes. The street design reflects this
desire to not have on-street parking because the width does not leave
sufficient area to provide for two traffic lanes and any on-street parking
if a standard 12' lanes are used. The standard street width is 41' for
commercial areas. Buckeye Avenue is 31 feet wide.
ALTERNATIVES
1. Designate parking restrictions on the east side of Buckeye Avenue
(from S. 16th Street to the north end), and in six months designate
restrictions on the west side.
2. Designate parking restrictions only on the east side.
3. Deny the request for parking restrictions on Buckeye Avenue.
4. Approve the request from the South Duff Partnership to prohibit
parking on both sides of Buckeye Avenue.

MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 4, and prohibit parking on both sides of Buckeye Avenue
(from S. 16th Street to the north end) . This recommendation will require
a referral to the City Attorney to draft the necessary code revisions to
prohibit parking on both side of Buckeye Avenue.
