Bandshell Neighborhood has petitioned for the entire area to be R-2 and still feels that to be the best option. This letter and the attached maps are meant to clarify the neighborhood position on the several options presented . The seven options listed here are presented in order of Bandshell Neighborhood preference with option 1 being the most prefered and option 7 being the least prefered . Option 1 . This is the Bandshell Neighborhood proposal . The whole area would be changed to R-2. Since existing multiple-unit structures built before 19B3 are considered conforming uses in an R-2 area , this option would not be detrimental to existing multi- units in the area and would provide the cleanest zoning lines. This option is most prefered by the neighborhood petitioners. Option 2. This option leaves the Eastwood Apartment complex as R-3 and changes the rest of the neighborhood to R-2. This option recognizes the medium density character of the Eastwood Apartments and would be quite acceptable to the neighborhood petitioners. Option 3. This option is similar to option 2, but includes two more lots that would remain R-3. These two lots border the Eastwood Apartment complex , one on the north side of East 7th Street and one on the south side of East 7th Street . These two lots are currently developed with multiple-unit structures and we do not expect that to change. Again, this option recognizes the current medium density development on East 7th Street and would be acceptable to neighborhood petitioners. Option 4 . This option pushes the boundary set in option 3 a little further west to the alley east of Crawford Avenue. It includes three more lots, currently developed as single family, that would remain R-3. This option would leave open the possibility of major development next to the back yards of the homes fronting on the east side of Crawford . This option would not be acceptable to most neighborhood petitioners. Option 5. This option is similar to the staff recommendation, except that 722 Crawford is changed to R-2 and the PC lot on Carroll is changed to R-2. This option is more desirable than the staff proposal because all lots fronting on Crawford Avenue are changed to R-2. This option is unacceptable to neighborhood petitioners because the large area on East 6th Street remains R-3. Option 6. This option is the Planning Commission and city staff proposal . This option is unacceptable to neighborhood petitioners because one lot remains R-3 along Crawford , a large area on East 6th Street remains R-3, and one lot on Carroll remains PC. Option 7. This option keeps the current R-3 zoning and thus is obviously unacceptable to the neighborhood petitioners. In summary, options 1 , 2, and 3 would be acceptable to Bandshell Neighborhood petitioners. Although listed in order of desirability , options 4, S, 6, and 7 would not be acceptable to Bandshell Neighborhood petitioners.
