BACKGROUND: Over the past several months staff has been working with various entities, including the Iowa DNR, area Mayors, and the licensed haulers, to work out appropriate regulations dealing with yard waste collection and disposal. These regulations are in accordance with the mandated ban on yard wastes from landfills beginning January 1, 1991. The general program to handle yard wastes will be to develop regulations dealing with collection by the private licensed haulers and disposal at a site on the airport. The attachment lists the operational proposals and the proposed ordinance revisions. In discussions with the licensed haulers, it appears that they will institute a volume based system involving special bags or stickers for the yard waste subscription service. The City's disposal methods will be to land apply grass, leaves, and garden wastes. Smaller trees and brush will be chipped with the products being given away. Larger trees will be cut up in sections for removal by private citizens to cut up for firewood. Any large trees left over will be chipped by contract and the chips given away. During the review of the proposed regulations, the licensed haulers expressed concern over the addition of two routes per week (1 for grass, leaves, and garden wastes and 1 for brush/trees) to the existing 2 collections per week. Several of them requested the option of offering once per week service. It should be noted that the quality of the refuse derived fuel will be affected if collection moves to once per week. It is also likely that an increase in odor complaints at the Resource Recovery Plant will result if the garbage is collected once per week. Both of these problems will be the result of the natural composting that will occur to food wastes and other organic materials especially in warmer weather. ALTERNATIVES 1. Adopt the ordinance revisions and establish operational policies by resolution in accordance with the attached submittals. Once per week pickup can be considered when a mandatory recycling pickup is instituted. 2. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt the proposed ordinance revisions and the operational policies for the yard waste program.
