HomeMy WebLinkAboutA002 - Council Action Form dated October 9, 1990 c ITEM #: DATE: '10L91 10 COUNCIL, ACTION FORM SUBJECT: Motion to Set October 23, 1990 as the Date of Public Hearing to Consider the Rezoning of Lots Located Along Prairie View East in the First Addition to Prairie View Subdivision. BACKGROUND: Several owners of property in Prairie View Subdivision are requesting that the City of Ames rezone this property from the current zoning designation of R-3 (Medium-Density Residential) to a new designation of R-2 (Low-Den- sity Residential) for Lots 1 through 6 and Lots 30 through 35 and R1-6 (Low-Density Residential) for Lots 7 through 29. The property is legally described as the First Addition to Prairie View Subdivision. The site includes approximately 11.75 acres. The southern portion of this subdivision (lots 9-27) has been zoned as R-3 (Medium-Density Residential) since 1965. The northern portion of this subdivision (lots 1-8 and 28-35) has been zoned as R-3 (Medium-Density Residential) since 1977. ANALYSIS: Existing Land Use/Zoning. A-1 East of Site Church R-2 South of Site High School R-3 West of Site Vacant land R-3 Land Use Policy Plan (LUPP). The LUPP designates this property as suitable for low-density residential (1-9 units/acre). The following POLICIES for residential development, as found in the LUPP, apply to this rezoning proposal: 2 B. RESIDENTIAL Community Priorities - Maintain and enhance the integrity and character of existing residential neighborhoods. B.1.2. Policy: New housing development will be located adjacent to existing development to better utilize existing public facilities and to ensure the orderly growth of the community. - This is accomplished by adherence to the City Council policy that no development outside the corporate limits will be served by public utilities. Identification of areas suitable for residential development in proximity to existing development can be accomplished through the Land Use Policy Plan. Utilities. Public utilities in this area include the following: Water: Six-inch line located in the street right-of-way of Prairie View East; Sanitary Sewer: Eight-inch line located in the street right-of-way of Prairie View East; and Storm Sewer: 24-inch line located in the street right-of-way of Prairie View East. 3 Comparison of Bulk Regulations. The Land Use Policy Plan (LUPP) designates this area and the adjacent vacant land west of Prairie View Subdivision as appropri- ate for low-density residential development. The present zoning, R-3 (Medium-Density Residential), would allow a density of 22 dwelling units per acre. The proposed zoning of R-2 (Low-Density Residential) and 111-6 (Low-Density Residential) would allow development densities of 12 dwelling units per acre for R-2, and seven dwelling units per acre for R1-6. In response to a request from the Prairie View East Homeowner's Associa- tion, City Council has initiated the rezoning process for vacant land contiguous to the west boundary of Prairie View Subdivision. On July 24, 1990, City Council referred this item to the Planning and Zoning Commis- sion for further study and a recommendation back to the City Council. The Planning and Zoning Commission reviewed this request at their meeting of September 9, 1990 and recommended that it be approved. ALTERNATIVES: 1. The City can approve of the request to rezone property in Prairie View Subdivision from R-3 (Medium-Density Residential) to R-2 (Low-Density Residential) and 111-6 (Low-Density Residential) as proposed by the petitioners and set October 23, 1990 as the date of public hearing on this request. 4 2. The City Council can deny approval of the request to rezone property in Prairie View Subdivision from R-3 (Medium-Density Residential) to R-2 (Low-Density Residential) and RI-6 (Low-Density Residential) and set October 23, 1990 as the date of public hearing on this request. 3. The City Council can approve of the rezoning of Prairie View Subdivision in a manner which differs from the petitioner's request. 4. The City Council can refer this item back to City staff for additional information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #l.
