First Addition, Prairie View Subdivision is fully developed and its use
is R-2 for Lots 1 through 6 inclusive, and 30 through 35 inclusive, with
the remaining lots R1-6. Restrictive Covenants dictate R1-6 for Lots 7
through 29. Zoning should be reflective of the current use.

1. A map , drawn to scale, showing the area affected by the proposed
rezoning of at least 200 feet surrounding the proposed rezoning.
2. A blac_ reduction of the above map if it is larger than 11"x17".
(No blueline maps will be accepted. )
3. A 200' boundary map prepared by the Department of Planning and Housing
and a list of the names and addresses of the property owners within
200 feet.

STATEMENT TO THE PLANNING AND ZONING COMMISSION
RE: PRAIRIE VIEW SUBDIVISION AND ADJOINING AREA
I represent the Prairie View Homeowners Association, a group of approximately 20
homeowners. Their single family homes are located on Lots 7 through 29 of First
Addition, Prairie View Subdivision. I will refer to this subdivision as Prairie View East.
The Association is interested in two matters before the Commission.
A. Their Request for the Downzoning of Prairie View East from R-3 to R1-6
and R-2.
B. The Request of the City Council for a Recommendation Regarding
Downzoning of the Adjoining Property to the West.
A. Downzoning of Prairie View East
The City Staff has recommended the downzoning of Prairie View East as requested by the
homeowners. This downzoning would simply match the existing uses. There are duplexes
on lots 1-5 and 30-35 and single family residences on the remaining lots, except for one lot
which is vacant. The duplexes would be downzoned to R-2 and the remaining lots to R1-6.
This zoning is consistent with the Land Use Policy Plan (LUPP) adopted by the City of
Ames in 1988.
We don't believe that this request is controversial.
B. The Downzoning of the Adjoining Property to the West(Prairie View West).
We believe there are five reasons for you to recommend that the City Council downzone the
property adjacent to Prairie View East, which I will refer to as Prairie View West, from R-3
to R1-6 and R-2:
1. The current zoning classification, R-3, is inconsistent with the Land Use
Policy Plan. The LUPP designates this area as RL, Residential: Low density, for 1-9 units
per acre. Downzoning it to match Prairie View East would be consistent with the LUPP.
2. A zoning classification of R 1-6 and R-2 would be consistent with the stated
Community Priorities of the LUPP, stated on p. 9 of the LUPP. These priorities are to:
a. Maintain and enhance the integrity and character of existing
residential neighborhoods
b. Require adequate transition between different residential uses and
between residential uses and non-residential uses.
C. Carefully review new developments to eliminate conflicts with
existing development and to ensure adequacy of City services.
Continuing the R-3 zoning or making all of the adjoining land R-2 would damage the
integrity of the existing residential neighborhood, not allow adequate transition from Prairie
View East and create conflict between the denser use allowable under R-3 or R-2 and the
RI-6 zoning in Prairie View East.
3. The property owners were promised by the developers of Prairie View East,
who are the owners of Prairie View West, that it would be developed just like Prairie View
East.
In 1983 this Commission was asked to downzone the entire property to R1-6 and R-2. It
agreed and recommended the change to the City Council. The developers objected and
agreed to install Restrictive Covenants in Prairie View East to conform to duplex, single
family use, if the owners would not object to keeping R-3 zoning.
The owners agreed to this proposal based on their understanding that the only reason for
keeping the R-3 zoning was to allow the developers to put condominiums on the North end
of Prairie View West. But they were given to understand that the South portion of Prairie
View West would be developed as single family residences.
The developers have continually stated to these owners and their predecessors that Prairie
View West would be developed just like Prairie View East. You have the statements of
many of the current and former owners, as well as the statement of Phil Coy, son of one
of the developers.
These owners built their homes in reliance on the assurance of the developers that Prairie
View West would have duplexes or condos on the North and single family homes on the
South. They are simply asking this Commission to do what the Commission recommended
in 1983. This means R-2 on the North and R1-6 on the South.
4. The downzoning would keep the traffic in the area consistent with the fact
that there is only one outlet for this area: 24th Street. R-3 or all R-2 zoning would allow too
much traffic on the one street in the subdivision.
5. It appears very likely that allowing multi-family development in all of Prairie
View West would significantly decrease the value of these homeowners'properties.
You may hear from the developers that downzoning will decrease the value of their
property. But this is only true if one accepts that they have a vested right to the R-3 zoning.
This is hard to square with their assurances to these homeowners. We believe the
developers ought to be held to their agreement to develop Prairie View West as they
developed Prairie View East.

REZONING SUBMITTAL CHECKLIST
The following items shall be submitted as part of a Request for Rezoning.

_x 1. The Petition for Rezoning. (This Petition must be completely
filled out. )
x— 2. A map, drawn to scale, showing the area affected by the pro-
posed rezoning and at least 200 feet surrounding the proposed
rezoning area. This map must clearly delineate the bound-
aries of the area to be rezoned. The map shall show the
names and addresses of the property owners of each lot in the
affected area as well as the names of the property owners of
each parcel within 200 feet of the affected area.
3. If the map noted above is larger than 11"x17" , the appli-
cant(s) shall submit a blackline reduction of said map which
is 11"x17" or smaller. No blueline maps will be accepted.
4. A map prepared by the Department of Planning and Housing show-
ing the 200-foot boundary around the proposed rezoning area
and a list of names and addresses of the property owners
within 200 feet. (Sheets for the property ownership list are
attached. )
5. A signed Rezoning Submittal Checklist.
