ITEM #: DATE: 5190 COUNCIL ACTION FORM SUBJECT: Motion to Set October 9, 1990 as the Date of Public Hearing to Rezone Property Generally Located in the 100 Block of Campus Avenue East of the Campus Avenue Right-of-Way. BACKGROUND: The City Council has initiated rezoning of this area from R-3 (Medium-Den- sity Residential) to R-4 (High-Density Residential). The land to be rezoned is legally described as follows: Lots 31,, 4, 7, 19 (except the East 15') , 20 (except the East 15' of the North 47.8'), 21, 22, 31, 32, 33, and 34, Athletic Park Addition to the City of Ames, Iowa. The site includes approximately 2.73 acres. The subject parcel has been zoned as R-3 (Medium-Density Residential) since 1979. Prior to this date, the land was zoned R-4 (High-Density Residential) . ANALYSIS: Existing Land Use/Zoning. PROPERTY LAND USE ZONING Subject Property Single-Family & Multi-Family R-3 North of Site Commercial & Multi-Family P-C East of Site Multi-Family R-4 South of Site Single-Family & Multi-Family R1-6 West of Site Single-Family & Multi-Family R-3 Land Use Policy Plan (LUPP). The LUPP designates this property as suitable for High-Density Residential development. The present zoning, R-3 (Medium-Density Residential), allows a maximum density of 22 dwelling units per acre. The proposed zoning, R-4 (High- Density Residential) , would allow a maximum density of 38 dwelling units per acre. 2 The following POLICIES for residential development, as found in the LUPP, apply to this rezoning proposal: B.1. Goal: To provide a wide choice of housing types and locations to serve the residential needs of the present and future populations. B.1.1 Policy: The Land Use Policy Plan will serve as the basis to provide for functional new developments, conservation and preservation of existing neighborhoods and the rehabilitation and/or redevelopment of deteriorating areas. - The Planning and Zoning Commission plays a key role in the review of new developments including both internal and external land use relationships. This role places the Commission in the position to direct that type and quality of new development. The Commission plays a similar role regarding existing neighborhoods. Through the recommenda- tion of modifications in existing ordinances and approval of redevelopment studies, the Commission provides direction for preservation and redevelop- ment efforts. Utilities. Public utilities in this area include the following: Water: Four-inch (4") line in Campus Avenue; (Note: Replacement of this four-inch (4") line is planned for replacement with an eight-inch (8") line, to be completed by the end of June, 1991.) Sanitary Sewer: Eight-inch (81') line in Campus Avenue; and Storm Sewer: 15-inch line in Lincoln Way. 3 Comparison of Bulk Regulations. Height: 4 Stories or 50 Feet 9 Stories or 100 Feet Staff Comments. Staff believes it is appropriate to rezone the subject properties. Rezoning will bring these properties into conformance with the Land Use Policy Plan Map. ALTERNATIVES: 1. The City Council can approve of the proposal to rezone the subject properties from R-3 (Medium-Density Residential) to R-4 (High-Density Residential), and set October 9, 1990 as the date of public hearing on this request. 2. The City Council can recommend deny approval of the proposal to rezone the subject properties from R-3 (Medium-Density Residential) to R-4 (High-Density Residential), and set October 9, 1990 as the date of public hearing on this request. 3. The City Council can refer the rezoning proposal to City staff for additional information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1.
