Re: Technical Amendments to Utility Retirement System Ordinance
Dear Mayor Curtis and Council Members:
With this is an ordinance that has grown out of City staff and Utility
Retirement System Trustees review of the ordinance, practices and proce-
dures pertaining to the utility retirement system.
The definition of disability is revised to allow limited, conditioned
benefits to persons found disabled by alcoholism or drug addiction; and
provision is made for use of sick leave and vacation before disability
payments begin.
A limited "window of opportunity" is created for eligible persons to trans-
fer from IPERS to the utility system.
The wording of the section on optional payment plans has been expanded to
expressly state the options that have traditionally been allowed, and to
require the finance department to advise employees and persons on disabili-
ty of these options as they come within six months of normal retirement.
Clarifications are made with regard to "death benefits" for persons who are
"terminated vested", receiving disability, or retired.
