HomeMy WebLinkAbout~Master - Designating and Regulating City Parking Lots M and N ORDINANCE NO. 3099 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, BY REPEALING SECTIONS 18.22 AND 18.25 AND ENACTING NEW SECTIONS 18.22 AND 18.25 AND ENACTING NEW SUBSECTIONS 18.3(11) AND 18.3(12) FOR THE PURPOSE OF DESIGNATING AND DEFINING MUNICIPAL PARKING LOTS M AND N, AND SETTING REGULATIONS FOR PARKING VEHICLES IN LOT M AND TO REGULATE DISPLAY OF MUNICIPAL PARKING PERMITS AND TO RESERVE CER- TAIN AREAS FOR OFFICIAL CARS; REPEALING ALL ORDI- NANCES IN CONFLICT HEREWITH; ESTABLISHING A PENAL- TY AND SETTING AN EFFECTIVE DATE. BE IT ORDAINED, by the City Council for the City of Ames, Iowa: Section One. The Municipal Code of the City of Ames, Iowa is hereby amended by enacting new Subsection 18.3(11) and (12) as fol- lows: 11(11) That area used for parking in the western half of the block bounded by Clark Street on the west, 5th Street on the south, 6th Street on the north, and Burnett Avenue on the east is hereby designated Munici- pal Parking Lot N in the east parking district. (12) That area used for parking to the immediate west of the Ames City Hall Building bounded on the north by 6th Street and by 5th Street on the south is hereby desig- nated Municipal Parking Lot M in the east parking dis- trict." Section Two. The Municipal Code of the City of Ames, Iowa is hereby further amended by repealing Section 18.22 as it now exists and re=enacting a new Section 18.22 as follows: "Sec. 18.22 OBEDIENCE TO SIGNS, MARKINGS IN MUNICIPAL PARKING LOTS AND DRIVES; DISPLAY OF PARKING PERMITS (1) No person shall disobey any duly authorized signs or markings stating directions, limitations, and restric- tions upon traffic movement or parking in any municipal parking lot, or in the City Hall Utility Drive- through/Drop off lane located adjacent to and on the west side of the 500 block of Clark Street. (2) In lots and locations where municipal parking permits are required, permit tags designed to hang shall be hung from the rear view mirror and not lower than the top of the dashboard, and permit tags designed to be affixed to a window shall be affixed to the lower corner of the driver's side of the front window so the face of the permit is visible from the outside of the vehicle. Motorcycles shall have a parking permit sticker affixed to the handlebars of the vehicle. It shall be a violation to improperly display, or to fail to display, a parking permit where one is required." Section Three. The Municipal Code is further amended by repeal- ing Section 18.25 as it now exists and re-enacting a new Section 18.25 as follows: "Sec. 18.25. SPACES RESERVED FOR OFFICIAL VEHICLES The parking spaces on the south side of Sixth Street directly north of the Ames City Hall Building, are hereby reserved and set aside for marked patrol vehicles, including motor vehicles of the police department, sheriff's department, Iowa Highway Patrol, Iowa State University Department of Public Safety, the Department of Transportation, or other authorized vehicles as designated by the traffic engineer. Areas on the south side of Fifth Street from the center line of Carroll Avenue east one hundred seventy (170) feet, adja- cent to the municipal power plant, and on the north side of Fifth Street beginning one hundred fifty-one (151) feet west of the west line of Carroll Avenue and extending nine (9) feet to the west, and all the parking spaces in Municipal Lot M located between "Authorized Vehicles Only" signs, are hereby reserved and set aside for motor vehicles of the police de- partment, other official vehicles of the city, sheriff's department vehicles, vehicles of the Iowa Highway Patrol, vehicles of the Iowa State University Department of Public Safety, and other authorized vehicles as designated by the Traffic Engineer. All other vehicles are prohibited from parking in said spaces, at any time, or from interfering with the use of said space by such motor vehicles. Section Four. Violation of the provisions of this ordinance shall constitute a simple misdemeanor punishable as set out in Sec. 18.7(1), Ames Municipal Code. Section Five. All ordinances or parts of ordinances in conflict herewith shall be repealed to the extent of such conflict if any. Section Six. This ordinance shall be in full force and effect from and after its passage and publication as required by law. Passed this 9th_ day of O,tnher 1990.
