SUBJECT: Parking removal on Duff Avenue and 30th Street.
BACKGROUND:
Council has requested that a right turn lane be designed on 30th Street
and Duff Avenue at Grand Avenue. In order to safely provide a right
turn lane, parking must be removed on both streets. Parking on 30th
Street should be removed from Grand Avenue to Roy Key Avenue due to
the traffic volumes entering the Wal-Mart and North Grand Mall entrances.
Parking on Duff Avenue should be removed from Grand Avenue to Grove
Avenue (150') to accommodate transition and turning lanes of sufficient
length. Currently parking along these streets, however seldom utilized,
would contribute to sight restrictions and impede right turning movements
into accesses. Motorists would also be at risk making a right turn in the
right lane at the Grand Avenue intersection since the roadways are legally
only two-lane facilities.
The lane markings for a four lane roadway are planned to extend from
Grand Avenue to the North Grand entrance. Since school crossings are
located 200 feet east of Grove and 200 feet west of Wal-Mart's east en-
trance, a two-lane facility is recommended to commence at Grove Avenue
and Wal-Mart's entrance.
The 30th Street and Duff Avenue roadways have adequate width to accom-
modate four lanes of traffic. The roadway is 45 feet wide which is
adequate for four eleven foot traffic lanes. The attached sheet shows the
planned lane layouts.
ALTERNATIVES
1. Remove parking on both sides of 30th Street from Grand Avenue to
Roy Key Avenue, and on Duff Avenue from Grand Avenue to Grove
Avenue.
2. Deny the request.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 and pass the attached ordinance, restricting parking on
both sides of 30th Street and Duff Avenue from Grove Avenue to Roy Key
Avenue, on first reading.
