SUBJECT: Traffic Control requests for Kellogg (9th to 13th)
BACKGROUND:
On Wednesday, May 30, Sam Pritchard contacted the staff to request that
stop signs be placed in lieu of yield signs at the intersection of Kellogg
Avenue and loth Street to reduce the number of recent occurring acci-
dents. Staff responded by checking police accident records and after
verifying four accidents in the past year, issued a traffic control author-
ization to replace the yield signs with stop controls. The stop signs will
be installed on 10th Street at Kellogg. In addition, speed limit signs will
be installed along Kellogg from 9th to 13th Streets. During the accident
review, it was noted that a hedge on the northeast corner of the intersec-
tion created visibility problems. It is apparent that the hedge row is in
violation of the height requirement for shrubbery at intersections. This
hedge restricts the sighting of oncoming vehicles on Kellogg Avenue. The
resident has been notified of this violation.
On June 5, staff received a letter from Sam Pritchard concerning a number
of traffic control related requests for Kellogg Avenue from 9th Street to
13th Street. This street is now being reviewed for revisions to traffic
control including the replacement of yield signs. Also requested was the
placement of "Children at Play" signs and speed limit signs. Staff will
review the placement of speed limit signs, however, the "Children at Play"
signs would not be recommended. "Children at Play" signs have been
almost completely eliminated in the City of Ames due to the problems
associated with it's placement. This sign message has a direct and open
suggestion that children playing within the street travelways is acceptable.
Furthermore, the federal standards according to the "Manual on Uniform
Traffic Control Devices" discourages it's use.
A report will be completed that will review the traffic conditions in the
area between Duff, Grand, 9th Street and 13th Street in which traffic
volumes, street conditions, speeds, parking, and accident data will be
analyzed. After completion of the report, more detailed recommendations
will be brought to Council for action.
ALTERNATIVES
1. Accept the request for review
2. Reject the request.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt
alternative number 1 and approve the study to review Kellogg Avenue from
9th. Street to 13th Street.
