BACKGROUND: The property owners are requesting that the City of Ames rezone this property from the current zoning designation of R-3 (Medium-Density Residential) to a new designation of R-4 (High-Density Residential) . The property is legally described as Lot 35, Athletic Park Addition. The site includes approximately 16,075 square feet. The subject parcel has been zoned as R-3 (Medium-Density Residential) since 1979. The applicant proposes to construct a parking area on the property at 118 Campus Avenue. This parking area would be in conjunction with Triangle Fraternity at 125 Hyland Avenue. For the parking area to be allowed for the fraternity, it must be located in the R-4 (High-Density Residential) zoning district since it is the position of staff that accessory uses must be located in the same zoning district as the principle use, which the accesso- ry use supports. The parking area located at 122 Campus Avenue is a legal non-conforming use that has been used as a parking area by Triangle Fraternity for several years. The applicant proposes to bring this land use into confor- mance with the zoning regulations by rezoning 122 Campus Avenue to R-4 (High-Density Residential), as well as, the property at 118 Campus Avenue. This will then permit the applicant to add more parking spaces on this property. The Land Use Policy Plan (LUPP) shows that all lots which front on Lincoln Way and Campus Avenue in this block are in the classification of High-Density Residential. ANALYSIS: Existing Land Use/Zoning. The proposed zoning, R-4 (High- Density Residential), would allow a maximum density of 38 dwelling units per acre. Land Use Policy Plan (LUPP). The LUPP designates this property as suitable for High-Density Residential development. The following POLICIES for residential development, as found in the LUPP, apply to this rezoning proposal: B.1. Goal: To provide a wide choice of housing types and locations to serve the residential needs of the present and future populations. B.1.1 Policy: The Land Use Policy Plan will serve as the basis to provide for functional new developments, conservation and preservation of existing neighborhoods and the .rehabilitation and/or redevelopment of deteriorating areas. 3 The Planning and Zoning Commission plays a key role in the review of new developments including both internal and external land use relationships. This role places the Commission in the position to direct that type and quality of new development. The Commission plays a similar role regarding existing neighborhoods. Through the recommenda- tion of modifications in existing ordinances and approval of redevelopment studies, the Commission provides direction for preservation and redevelop- ment efforts. Utilities. Public utilities in this area include the following: Water: 4-inch line in Campus Avenue; (Note: Replacement of this 4-inch line is planned for replacement with an 8-inch line, to be completed during the next year.) Sanitary Sewer: 8-inch line in Campus Avenue; and Storm Sewer: 15-inch line in Lincoln Way. Comparison of Bulk Regulations. Staff believes it is appropriate to rezone the properties located at 118 and 122 Campus Avenue from R-3 (Medium-Density Residen- tial) to R-4 (High-Density Residential). Rezoning will bring these proper- ties into conformance with the Land Use Policy Plan Map. 4 There are twelve (12) additional lots located in the same block as 118 and 122 Campus Avenue which are designated on the Land Use Policy Plan Map for High-Density Residential development. Staff recommends that the City Council initiate rezoning of these remaining properties to R-4 (High-Densi- ty Residential) as well. This will bring these properties into conformance with the Land Use Policy Plan Map. Planning and Zoning Commission Recommendation: The Planning and Zoning Commission reviewed this request at their meeting of August 1, 1990, and made the following recommendations to the City Council: 1. That the request to rezone property at 118 and 122 Campus Avenue be rezoned from R-3 (Medium-Density Residential) to R-4 (High-Density Residential); and 2. That the City Council initiate rezoning the remaining proper- ties in the 100 block east of Campus Avenue that are currently zoned R-3 (Medium-Density Residential) to R-4 (High-Density Residential) to allow those properties to be brought into conformance with the Land Use Policy Plan Map. ALTERNATIVES: 1. The City Council can approve of the request to rezone the property at 118 and 122 Campus Avenue. The City Council can also initiate the rezoning of the remaining properties that are currently zoned R-3 (Medium-Density Residential) in the same block to R-4 (High- Density Residential) as specified in the Land Use Policy Plan, and set August 28, 1990, as the date of Public Hearing on this rezoning. 2. The City Council can deny approval of the request to rezone proper- ty at 118 and 122 Campus Avenue. The City Council can decide not to initiate the rezoning of the remaining properties that are current- ly zoned R-3 (Medium-Density Residential) in the same block, and then set August 28, 1990, as the date of Public Hearing on this rezoning. 3. The City Council can table this rezoning request and refer this issue back to City staff for further information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This will approve of the rezoning request for the property at 118 and 122 Campus Avenue. This will also initiate the rezoning of the remaining property in the same block that is currently zoned R-3 (Medium- Density Residential) to R-4 (High-Density Residential) as specified in the Land Use Policy Plan Map.
