HomeMy WebLinkAboutA002 - Council Action Form dated July 10, 1990 COUNCIL ACTION FORM Item # ' Date: July 10, 1990 SUBJECT: Parking restriction on Douglas - 1300 block BACKGROUND: Council directed staff at the June 20th meeting to study parking problems on Douglas Avenue from 13th Street to 14th Street. A petition from residents was presented at the meeting for restricting parking on the west side of the street from 8:00 a.m. to 5:00 p.m. due to the influx of parking by McFarland Clinic's employees. A parking study was conducted for a four day period which showed parking increasing considerably during the daytime period. Counts of parked cars took place in the morning (7:00 a.m.), noon (12:00-1:00 p.m.), and late afternoon (after 5:00 p.m.) periods. The early morning and late afternoon counts indicate parking by residents and the noon counts indicate parking by the Clinic's employees. There are eleven available parking spaces on each side of the street, or a total of twenty-two spaces. The table on the attached sheet shows the counts during the days and the graph shows the average count during the periods. The street width for Douglas Avenue is 31 feet wide which is adequate for one lane of traffic if vehicles are parked on both sides of the street. If the parking was restricted on one side, adequate street width would be available for two lanes of traffic. There are drawbacks to restricting parking during this period. First, there is the inconvenience to residents caused by limiting parking. Second, the parking problem is shifted to other streets. Since residents were contacted and the majority signed the petition, their consent for the restriction must reflect their understanding of the inconvenience. The parking on this block of Douglas is the closest to the Clinic. It may be a deterrent to many employees to park further away and they might take more time to find parking in the Clinic's lot. This parking restriction is recommended for the west side of Douglas for the 8:00 a.m. to 5:00 p.m. period since it's appropriate for the situation. There are similar restrictions in other areas which improves traffic flow and restricts transient parking along these streets. The proposed parking regulations are a stop gap measure to address transient parking in residential areas. The complete answer relates to development of a residential parking permit system. The development program for a residential parking permit system is now concentrating on south and west campus areas. Once that program is developed, the Hospital-Medical area can be evaluated. CAF - Douglas parking July 10, 1990 Page 2 ALTERNATIVES 1. Approve the request for restricting parking on the west side of Douglas on the 1300 block. 2. Continue to monitor the parking situation. 3. Reject the request. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council adopt alter- native number 1 above, thereby approve the requested parking restrictions on the 1300 block of Douglas Avenue, and direct the City Attorney to draft an ordinance designating the restrictions.
