SUBJECT: Parking Restrictions on Wheeler Street and Roy Key Avenue
BACKGROUND:
On-street parking has increased along Wheeler and Roy Key since the
opening of the Cub Foods Store, which has contributed to many traffic
flow related problems. Primarily, parking by construction, delivery, and
customer vehicles has blocked traffic lanes because of the streets' inade-
quate width to accommodate parking. Currently parking is allowed on both
sides along these 25 foot wide street sections next to the Cub Foods/Wal-
Mart Stores. A 24 foot roadway width is required for a safe two-way
traffic flow to accommodate the mix of busses, delivery trucks, and
passenger vehicles.
This parking restriction will prohibit parking on both sides of Roy Key
Avenue from 30th Street to Wheeler Street, and on both sides of Wheeler
Avenue from Grand Avenue to Roy Key Avenue. This action is a result of
complaints by residents and Cy-Ride officials due to the one lane traffic
flow resulting from a parked vehicle on these streets. These streets are
on the bus routes.
Parking restrictions are also needed along these routes to improve viewing
of oncoming traffic from these street approaches. Increased traffic on
these streets necessitate improving these sight restrictions because of the
increased potential for accidents.
Also these restrictions are needed to provide adequate turning radii for
trucks and busses maneuvering from the Wal Mart/Cub Foods accesses and
at the Roy Key/Wheeler intersection. Trucks and busses require a
turning radius which would utilize the entire street width.
ALTERNATIVES
1. Prohibit parking on both sides of Roy Key Avenue from 30th Street
to Wheeler Street, and on both sides of Wheeler Avenue from Grand
Avenue to Roy Key Avenue.
2. Deny the request.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1, and direct the City Attorney to prepare an ordinance to
prohibit parking on both sides of Roy Key Avenue from 30th Street to
Wheeler Street, and on both sides of Wheeler Avenue from Grand Avenue
to Roy Key Avenue.
