SUBJECT: PROPOSED ORDINANCE TO ESTABLISH PROCEDURES FOR ROAD
RACES
BACKGROUND:
Requests for City approval of road races have become very common over the
last several years. These requests have been reviewed in terms of safety and
liability concerns, and have generally been approved. While the City Manager
is authorized to grant administrative approval to some of the requests, other
elements (such as waiving the mandatory use of sidewalks) have of necessity
been referred to the City Council for action. These approvals have been
granted under sections of the City Code which deal with blocking streets and
the use of sidewalks, since no section currently exists that specifically
addresses road races.
Staff has recently reviewed the entire procedure surrounding approval of road
races, and has developed a comprehensive administrative procedure to deal with
the requests. A consolidated application form has been designed and will be
used for all road race requests in the future. As a part of this administrative
strengthening of the road race approval procedure, staff is proposing the
attached ordinance change which will deal specifically with road race approvals.
A $10.00 application fee will also be recommended to offset administrative costs
incurred in the review process.
Staff has already worked with local road race groups in updating our process
and developing the application form. It is now proposed that Council set April
loth as the date for first reading of the attached ordinance, along with
adoption of a $10.00 road race application fee. Official notice of the first
reading will be sent to local road race groups, along with a copy of the
proposed ordinance.
ALTERNATIVES
1. Set April loth as the date for consideration on first reading of the attached
ordinance establishing specific procedures for road races within the City.
2. Continue to use the less specific approval processes which have been
utilized for road races in the past.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative #2, setting April loth as the date for consideration on first reading
of the attached ordinance establishing specific procedures for road races within
the City.
