RE: Tree Surgeon Licensing
Historically, tree surgeons were licensed from January through December and
were allowed to file insurance certificates which expired at any time during the
year. For more efficient recordkeeping purposes, we proposed that the
insurance for tree surgeons run concurrently with the licensing period. An
ordinance was adopted at the last Council meeting making said change. Since
the adoption of that ordinance, we have received many calls from licensed tree
surgeons stating that this creates a problem for them. They have informed us
that, due to the seasonal nature of their business, they are not able to pay an
insurance premium in December or January. Since most of their business is
done during the summer months, it apparently is easier for them to afford the
premium in June or July. Thus, a licensing period which runs from July 1
through June 30 with concurrent insurance would best suit their needs.
The attached ordinance makes this change in the licensing period for tree
surgeons from January 1 through December 31 to July 1 through June 30
annually. We have spoken with all licensed tree surgeons about this proposed
change. The majority urged the passing of this ordinance; there were no
negative comments about the proposed change. This change would not increase
the workload in the City Clerk's Office; however, would accommodate the tree
surgeons.
