COUNCIL ACTION FORM
SUBJECT:
Motion to Adopt an Ordinance Enacting Regulations Pertaining to Historic
Preservation.
BACKGROUND:
The City Council is also being asked to adopt an Ordinance that would
enact additional regulations that will help in preserving historic resources.
These regulations include:
1. Historic Preservation Guidelines; and
2. Design Criteria.
Historic Preservation Guidelines:
These are regulations that are designed to provide general guidance to
preserving historic architectural features in any historic district that might
be created in the City of Ames.
These guidelines contain mandatory requirements that are necessary to
preserve the architecture of a structure. In addition, these guidelines
also contain optional recommendations that are meant to further assist a
property owner in accomplishing preservation objectives.
The format of the Design Guidelines is such that it contains requirements
for alterations and new construction. These requirements apply to the
following features of a structure or site:
1. Chimneys;
2. Decks;
3. Dormers;
4. Exits (Second and Third Story);
5. Fences and Retaining Walls;
6. Foundations;
7. Garages and Outbuildings;
8. Gutters and Downspouts;
9. Massing (Site);
10. Moved Buildings;
11. Porches;
12. Roofs;
13. Siding/Exterior Materials;
14. Site Relationships; and
15. Windows and Doors.

Design Criteria:
These are regulations specific to an area that is being proposed as a
Historic District, in this case the Old Town Historic District.
These regulations represent the specific architectural features that are
unique to a specific style(s) that are identified in an area.
In the case of the Old Town area, the design criteria address the following
features:
1. Building Height;
2. Roof Type;
3. Roof Pitch;
4. Dormers;
5. Entry;
6. Siding;
7. Windows;
8. Solids/Voids Ratio; and
9. Plan/Footprint.
The architectural styles that have been identified in the Old Town area
include:
1. Italianate;
2. Queen Anne;
3. Colonial Revival;
4. Tudor;
5. Prairie School/Craftsman/Bungalow; and
6. Vernacular Typologies.
A copy of the Design Guidelines and the Design Criteria have been sent to
Council previously. Please bring the materials that have already been
distributed. (A limited number of copies of this document will be available
at the City Council meeting.)
ALTERNATIVES
1. The City Council can approve an Ordinance approving the Design
Guidelines for Historic Preservation and the Design Criteria for the
Old Town area.
2. The City Council can deny approval of an Ordinance for Design
Guidelines for Historic Preservation and for the Design Criteria
relating to the Old Town area.
3. The City Council can table action on the Ordinance to approve
Design Guidelines for Historic Preservation and the Design Criteria
for the Old Town area.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative #1. This will adopt the Ordinance on first reading approving
the Design Guidelines for Historic Preservation and the Design Criteria for
the Old Town area.
