In regards to the proposed historic district I would like it known that
I am definately opposed to the boundaries of the opposed district and I
have serious reservations concerning the proposal in general .
My property is located on the south side of Seventh Street between Duff
Ave , and Douglas . The proposed boundary runs along the north side of
Seventh until the middle of Kellogg where it switches to the south side .
The rest of the blocks behind the structures on the south side of Sev-
enth are already commercial properties . It seems absurd to me to include
properties that are already bordered by commercial areas in your pro-
posed Historic District . I feel by including these properties you are
severly limiting there re-sale value and I doubt that anyone would spend
the money to restore them when surrounded by parking lots and office
building .
I am sure some of the arguments for the proposed district are valid;
however; I feel that arguements against the district have been ignored .
There are many fixed income and retired people in the area that have
lived here for many years ; there are also lower income families . I think
it is unfair to expect them to maintain their properties to guidelines
being establised for new residents of the area that have the means to
restore their properties .
I also believe that copies of the proposal and the adopted Design Guide-
lines , referred to in the letter to property owners of the area , should
be provided for our information . Not all people in the area have the
ability to go the Department of Planning and Housing and pay for copies
or spend the time reading all the information . This proposal feels like
it is being coerced on the area by certain peoples without regard to all
involved .

I would hope that you as a committee have looked at this proposal from
an unbiased point of view and have taken the time to talk to as many
people in the area as possible . Since this involves a large investment
for each home owner I believe every owner ' s rights should be considered .
