Council action form setting the hearing to consider the creation of the Old Town Historic District , I became aware of the concerns of the reviewers. Point One The issue of new construction seems unclear. If, as the reviewer suggests the issue was intentionally left ambivalent , then the Council does not need to take action. The sentence that is pertinent in the report reads , "If the intention is to apply any or all comments in the vaious new construction areas of existing buildings to totally new buildings , that should be made explicit . " Point Two The reviewers had a problem with the term contributing/ compatible distinctions The terms seem confusing. Is this a. valid concern and do the terms need to be more clear or some other terms used? Point Three : The terms historic , original and old nre not clearly defined and subject to misinterpretation. Is this a valid suggestion? Doint Four: The local ordinance does not mirror the concept of integrity. . . .is this a valid concern and should the ordinance by clarified to meet this concern? Perhaps I missed discussion of these points or perhaps these areas need. clarification.
