DATE: February 24, 1989
SUBJECT: Measures to Simplify Appointments and Reappointments to
Boards and Commissions
John Klaus has prepared two resolutions and two ordinances in an effort to
clean up the whole appointment process. As you can tell from the resume
that Jill has prepared relative to boards and commissions and length of terms,
there is a great variety.
1. I believe it is extremely necessary to leave terms as they are, but to
make reappointments unlimited. I realize this puts the onus on the
Mayor and City Council not to reappoint when necessary when extreme
longevity would be a problem, but I believe this is the way it should
be.
2. The convoluted process which arose out of the dilemma of the previous
administration (before 1980) should be abolished. I am constantly
asking you to waive the 14-day notice, and I think the whole process
created in the late 1970's is absurd. The Council has ample authority
and control in its approval process.
I am attempting to clean up various areas of confusion and convolution before
my term is up this year. Thank you.
