HomeMy WebLinkAboutA002 - Council Action Form dated May 23, 1989 ITEM #: DATE: 05/23/89 COUNCIL ACTION FORM SUBJECT: Request for a Temporary Large Scale Subdivision Sign for Northridge - Parkway Subdivision. BACKGROUND: The developers of the proposed Northridge Parkway Subdivision are interested in constructing a 9' x 20' (180 square foot) temporary sign for a period of three (3) years near the entrance to this proposed subdivision (see attached letter) . This sign would include the name of the subdivision and names of the three companies involved in the development of this land (see attached graphic). According to current sign regulations for the City of Ames, the developers may construct the following on-premise signs to accommodate their desire to promote this proposed residential development: 1. A single sign denoting the architect, engineer or contractor when placed on work under construction and not exceeding thirty-two (32) square feet in area; 2. A sign bearing the name and address of a residential develop- ment having a character of design and construction in harmony with that of the development itself, and not exceeding thirty- two (32) square feet in area; and 3. A real estate sign not exceeding six (6) square feet in area which advertises the sale, rental, or lease of the premises upon which the sign is located, only. Staff has contacted several cities in Iowa and the Minneapolis metropolitan area to determine what standards are used by other communities in regard to temporary large scale subdivision signs. 2 w � A survey of the communities (see attached) is summarized as follows: Ranges Maximum size allowed (Residential Districts): 12 sq. ft. to 200 sq. ft. Height Restrictions: A maximum height of four (4) feet to no limit. Required Setback: 0' to 25' (front yard). Time Limit: Remove within one year of issuance of the sign permit to removal once all property in the subdivision has been sold or leased. Permit requirements: None to approval by City Council. Staff is not prepared at this time to recommend any proposed amendments to the City of Ames Sign Regulations. Further consideration of the survey data and additional materials is needed prior to a recommendation on sign ordinance amendments. ALTERNATIVES: 1. The City Council can approve the request for a 9' x 20' (180 square feet) temporary subdivision sign for the proposed Northridge Parkway Subdivision. 2. The City Council can delay action on the request for a 9' x 20' (180 square feet) temporary subdivision sign for the proposed Northridge Parkway Subdivision, at this time, until staff has reviewed the attached data and prepared an acceptable recommendation for City Council consideration. It does not appear that this delay will adversely affect the developers since the Administrative Plat has not yet been approved. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #2. This will delay action on the request for a 9' x 20' (180 square feet) temporary subdivision sign for the proposed Northridge Parkway Subdivision. Staff will be evaluating the need for a change in the ordinance to allow temporary large scale subdivision signs. Staff needs additional time to further research sign criteria, however, staff does not anticipate that a sign of the magnitude proposed would be appropriate. It is anticipated that a report will be back before the City Council for further consideration at the next meeting. COUNCIL ACTION: RESIDENTIAL SUBDIVISION DEVELOPMENT SIGNS ORDINANCE PROVISIONS Definitions: Subdivision Development Sign: Any temporary sign identifying property for sale within a subdivision, including identification of the name of the subdivision and developers or agents of the developers. A subdivision development sign may also include a map of the area and a description of the amenities in the subdivision. Developer: The legal or beneficial owner or owners of a lot or of any land included in a proposed development including the holder of an option or contract to purchase, or other persons having enforceable proprietary interests in such land. Message: A description of the message content permitted on subdivision development signs is described by the definition. Zoning Districts Where Permitted: A subdivision development sign is permitted only in residential zoning districts. Size of the Development: A subdivision development sign is permitted in subdivisions which are a minimum size of two acres. Number of Signs Allowed Per Development: One sign is allowed per Preliminary Plat/Conceptual Development Plan. Gross Area: The maximum size permitted for a subdivision development sign is 96 square feet. Height Limitations: The maximum height permitted for a subdivision development sign is 12 feet. 2 Maximum Duration: The subdivision development sign shall be removed once building permits have been issued for 50 percent of the lots in the subdivision. Placement of Signs: When Subdivision development signs shall not be placed on the property until utility construction has begun. Where Subdivision development signs shall be located no closer than 25 feet to any property line. Such signs shall be located no closer than 100 feet to any pre-existing residence. Such signs shall be located only on lots which abut collector or arterial streets. Use of Property: The subdivision development sign shall be the sole use of the property on which it is located. Subdivision Name: The name of the subdivision, as identified on the subdivision development sign, must be identical to the name of the subdivision as approved by the City on the Preliminary Plat/Conceptual Development Plan. Permit: A sign permit issued by the City Building Official is required prior to placement of a subdivision development sign on the site. A fee shall be charged to the applicant for such a sign permit. This is a one-time fee to be paid when application is made for the initial subdivision development sign permit. The subdivision development sign permit must be renewed annually until such time that the sign must be removed. Renewal is subject to approval by the City Building Official. Maintenance: Subdivision development signs shall be kept in good repair and appearance as determined by the City Building Official.
