COUNCIL ACTION FORM
SUBJECT: Changes in the Ordinance that allow 19 and 20 year olds
on Liquor License Establishments.
BACKGROUND:
The City Council passed an amendment to Ordinance 17. 16, allowing
minors in licensed liquor establishments in accordance with the
written plan approved by the Police Chief. Staff met with liquor
license holders, and determined a set of specific guidelines the
Chief would follow in granting these permits. A wording change is
necessary to make the ordinance consistent with the guidelines now
being followed.
The current ordinance mandates that wrist bands must be used for
all persons on the establishment. One color for those of legal
drinking age, and another color for 19 and 20 year olds. Under
the plan submitted by the Chief of Police, and accepted by
Council, only those of legal drinking age are to receive wrist
bands. While 19 and 20 year olds will have their hands stamped.
ALTERNATIVES:
1. Pass the attached changes in the ordinance that allow persons
19 and 20 years of age to be on liquor license establishments.
2 . Take no action.
MANAGER' S RECOMMENDATION ACTION:
It is the recommendation of the City Manager, that the City
Council adopt alternative #1. The passage of this ordinance
change will make it consistent with the rules that have been
accepted for allowing persons 19 and 20 years of age to be present
on certain liquor license establishments.
