Enclosed are the results of the phone survey. When looking
at what has been asked and the answers please note that there was
a certain reasoning behind why those questions were asked. I will
address this at the council meeting. If you have any questions, please
call me at home, 296-8985 or at the GSB office, 294-1585. Also
included is the information needed to fulfill the criteria pertaining to the
bars. Please call on them if further questions or clarifiations need to be

Charge of the Adhoc Committee: To establish criteria for judging the
Over/Under Ordinance
Four Areas of Evaluation:
Police: - Take time frames of Jan 1,1989-May 31, 1989 and
June 1, 1989 to Dec. 31, 1989 comparing 4 areas:
1 ) Fake ID arrests
2) 19 and 20 year olds who go into the bars
3) Number of arrests of 19 and 20 year olds
4) OWI (19 and 20) vs. (any other age groups)
- Enforcement ( 2 extra patrols vs. 4 or more)
Bars:
- Location(i.e. campustown vs. downtown)
- Atmosphere(i.e. dancebased?)
- Can personnel training be improved(i.e. mandetory)
- Type of enforcement(i.e. wristbands, stamps, etc...)
- Bartenders complying?
- Enough internal self-policing?(Key abuse areas)
- Open every night to minors or just special nights?
ISU Students:
- How many minors are going into the bars?
- Are students complying with the law?
- How much abuse is taking place?
- What % of minors using fake IDs to go into the bars?
- Why are the minors going into the bars?
- What other alternative activities are offered?
Ames Community:
Cost to taxpayers for extra undercover officers
Community social activities for entire year
