HomeMy WebLinkAboutA010 - Council Action Form dated April 11, 1989 ITEM 1:Z3 z-) DATE April 11, 1989 COUNCIL ACTION FORM SUBJECT: Minors prohibited on certain premises BACKGROUND: The City Council passed an amendment to Ordinance 17.16 allowing minors on liquor licensed establishments when the dispensing of alcoholic beverages had been suspended in accordance with a written plan submitted to the Chief of Police. It was staff belief that the intent, if not the wording of the ordinance, was that these would be special events and a separate plan would need to be submitted each time. There have been requests from three different establishments to have these events on a routine basis, i.e. each Friday and Saturday night from 1 a.m. to 4 a.m. The Chief of Police has been requiring a separate request and plan for each evening. The staff believes that allowing an establishment to submit a plan for a specific number of dates is acceptable and would reduce repetitive paper work. ALTERNATIVES: 1. Mandate a separate plan must be submitted for each date that an event is planned where the dispensing of alcoholic beverages is suspended, and underage persons are admitted. 2. Permit an establishment to submit a plan for a specific number of dates where the dispensing of alcoholic beverages is suspended, and underage persons are admitted. MANAGER'S RECOMMENDATION ACTION: It is the recommendation of the City Manager that the City Council adopt alternative #2 and permit an establishment to submit a plan for a specific number of dates where the dispensing of alcoholic beverages is suspended and underage persons are admitted. Allowing this would reduce the amount of repetitive paper work and still allow the Police Department to maintain control over these events. COUNCIL ACTION:
