BACKGROUND: i s t;; Everett Cochrane and Marion Ross are requesting that the City rezone this property from A-1 (Agricultural) to R-3 (Medium-Density Residential). The property is legally described as follows: _F "The Southwest Quarter (SW}) of the Southwest Quarter (SWI) of Section 8 -- T83N -- R24W of the 5th P.M., in the City of Ames, Story County, Iowa; located East of the Right-of-Way along South Dakota Avenue; and 4k All that part of the Northwest Quarter (NW}) of the Northwest Ufa' f Quarter (NW}) of Section 17 -- T83N -- R24W of the 5th P.M,, Story County, low&; located Northeasterly of the Right-of-Way of Primary Road No. U.S. 30." This site includes 35.68 acres inside the corporate limits and 4.52 acres outside the corporate limits. The portion of this site located in the county ? is presently zoned as A-1 (Ag ricultural) land by Story County. An annexation application has been received for the land located outside the Ames corporate limits. The reason for the request is to conform with the Land Use Policy Plan (LUPP) Map. No plans for development have been expressed by the applicants. Existing land use and zoning in this area are as follows: F. The 14-inch line increases to a 16-inch line 280 feet east of South Dakota Avenue. Sanitary Sewer -- An 8-inch line ends in Mortensen Road, north of this property. This sanitary sewer main connects to the College Creek collector l system. Examination of this collector has shown that capacity f' problems exist. At the time development is proposed on this site, including subdivision or site plan approval, the City will determine who is responsible to correct the capacity problems. One option may be that this developer may have to share in the coat to correct the capacity " problems. Storm Sewer -- Drainage occurs in the ditches located along Mortensen Road and in other natural drainage ways in the area. r Electric -- A 13,800 and 69,000 volt line exists along Mortensen Road. (40.2 acres). The following goal and policies of the Land Use Policy Plan (LUPP) apply to this rezoning request. RESIDENTIAL: aF as' Goal: To provide a wide choice of housing types and locations to serve the residential needs of the present and future = populations. Policy: The Land Use Policy Plan will serve as the basis to provide for functional new developments, conservation and preservation of existing neighborhoods and the rehabilitation and/or redevelopment of deteriorating areas. -- The Planning and Zoning Commission plays a key role in the review of new developments including both internal and external land use relationships. This role places the Commission in the position to direct the type and quality of new development. Policy: New housing develapment will be located adjacent to existing development to better utilize existing public facilities and to ensure the orderly growth of the community. -- This Is accomplished by adherence to the City Council policy that no devel,^^pment outside the corporate limits wid be served by public utilities. Identification of areas suitable for residential development in proximity to existing p _ i development can be accomplished through the Land Use Policy Plan. The Planning and Zoning Commission reviewed this request at their meeting of August 3, 1988, and recommended that it be approved. ALTERNATiVES: f 't = 1. The City Council can approve of the request to rezone property at 4320 Mortensen Road and set September 13, 1988, as the date of Public Hearing on this request. 2. The City Council can deny approval of the request to rezone property at 4320 Mortensen Road and set September 13, 1988, as the date of Public Hearing on this request. L 3. The City Council can refer the rezoning request to City staff for additional information. .;,,. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt - Alternative H, a recommendation to approve the rezoning request.
