RE: McFarland Clinic Rezoning Issue
Items relevant to the H-M rezoning requested by McFarland Clinic are:
1. The area requested to be rezoned to H-M is shown in the Land Use
Policy Plan and the Hospital-Medical Area Plan as being
Hospital-Medical.
2. The proposed use of the area requested to be rezoned is for surface
parking to support a 30,000 square foot expansion to the existing
Clinic facility.
3. The policies in the H-M Area Plan support the expansion of medical
facilities, yet discourage the expansion of surface parking and
suggest the sharing of parking facilities where possible.
4. It is the staff's opinion that the proposed surface parking facility
meets applicable standards set forth in Sections 29.21, 29.49, and
29.50 of the Municipal Code. The staff conclusion on this is largely
influenced by the specific standards in Section 29.43(2) for front
yard parking, although this is not front yard parking.
5. City staff recommended that the rezoning be approved on the basis
that the request is consistent with the LUPP and the overall policies
as established in the H-M Area plan.
If the City Council wants to receive a recommendation from the Planning
and Zoning Commission on this request, the Commission has up to 90 days
or three (3) regularly scheduled meetings to report to the Council as set
forth in Section 29.75(1) of the Municipal Code.
This means that the Planning and Zoning recommendation to Council may be
delivered to the Council at the meeting of November 24, 1987, or
January 6, 1988, depending upon the meeting schedule of the Commission.
If the City Council wants to advance this process, the City Council must
initiate a text amendment to the Zoning Code that would shorten the time
requirement that the Planning and Zoning Commission must report to the
City Council.
