Dear Kent:
I believe that at the meeting last night of the Planning and Zoning Commission,
the McFarland Clinic development was tabled. As I understand it, the question
of "buffering", both for this project and throughout the City, was discussed and
became the central issue. I believe that we have two basic issues involved in
this.
1. The first issue is the fact that I believe the McFarland Clinic project
should come under current legal requirements within the city. Therefore, I
feel that imposing additional requirements on that project at this time is
neither fair nor just.
2. Secondly, the possibility of additional buffering requirements and any
ordinance changes involving the entire city might be a reasonable direction
for the Council to take in setting policy. If so, that is a separate
issue.
Because we would not want the staff to be placed between either the issue or
legal requirements and/or the Council , I would suggest a joint meeting be set
between the Council and the Planning and Zoning Commission for a brief workshop
on this particular issue. Since McFarland Clinic has been put on hold as a
result of the tabling action and has become somewhat of a pawn at this time in
the buffering question, I would suggest that we do this as soon as possible.
Therefore, I would like to set a joint meeting for November loth at 7:00 p.m. if
this is acceptable to you. Please let the City Clerk' s Office know if this is
acceptable.
