COUNCIL ACTION FORM
SUBJECT: An ordinance prohibiting animal and bird traps
BACKGROUND:
The trapping of animals and/or birds within the city limits, except
under the control of the Animal Shelter personnel, is a potentially
dangerous situation. In December of last year, a 10 year old boy was
caught in a steel trap. Although a parent was able to extract him
before serious injury occurred, the possibility was there.
This practice of trapping seems to be on an increase, and the Animal
Shelter personnel, as well as the Ames Humane League, are convinced that
jawed or spring traps are not only dangerous to the citizenry but a
severe cruelty to the animals and birds. In addition, box traps should
be controlled to ensure the proper treatment of animals or birds caught
and the humane disposal of those animals or bird.
ALTERNATIVES•
1. Take no action.
2. Pass an ordinance prohibiting jawed or steel traps and controlling
the usage of box traps.
MANAGER'S RECOMMENDED ACTION:
The City Manager recommends that the City Council adopt Alternative #2
and pass an ordinance prohibiting jawed and steel traps and placing
controls on the usage of box traps.
