SUBJECT: Request for parking relief on Kellogg Avenue.
BACKGROUND:
The Ascension Lutheran Church has requested Council consideration of an
ordinance that would allow parking on both sides of Kellogg Avenue on
Sundays, between 7th Street and 8th Street. Chapter 18 of the Ames
Code prohibits parking on Sundays on the east side of Kellogg Avenue
between 7th Street and 8th Street. However, other churches have suc-
cessfully petitioned the City Council for the ability to park on both sides
of streets in this area. Specifically, parking is allowed on both sides of
Kellogg Avenue between 8th Street and 9th Street on Sundays. The
church has simply requested that the provisions be extended one block
further south. The City staff has evaluated this request and recommends
approval of an ordinance that would allow parking on both sides of Kellogg
Avenue. The basis for the staff position is the fact that traffic volumes
in this area on Sundays are substantially less than those which occur
during the remainder of the week.
ALTERNATIVES
1. Direct the City Attorney to prepare an ordinance that would provide
parking on both sides of Kellogg Avenue between 7th Street and 9th
Street on Sundays.
2. Deny the request.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby directing the City Attorney to prepare an
ordinance that would provide parking on both sides of Kellogg Avenue
between 7th Street and 9th Street on Sundays.
