HomeMy WebLinkAboutA002 - Council Action Form dated June 9, 1987 d-Isy COUNCIL ACTION FORM Item # Date June 9, 1987 SUBJECT: Parking Ordinance Changes BACKGROUND: At the January 27, 1987 meeting, Council approved the Ames Municipal Parking System master plan and directed that staff initiate implementa- tion. Inherent in that directive are alterations to the Parking Section of the Ames Code (Chapter 18) . Proposed revisions to Chapter 18 provi- sions have been completed and are attached for review. The following list highlights the specific changes so that Council is able to discern the impact of the parking system changes upon code provisions: 1. Section 18. 1(6) (new) . Provides a definition of a multiple space parking station (Tic Fac) and establishes a location within the vehicle for displaying the parking receipt. 2. Section 18. 1(10) (revised). Includes the installation and opera- tion of parking stations under the City Manager' s authority. 3. Section 18. 1(11) (new). Authorizes the City Manager to designate temporary no parking or other parking designations as necessary in response to construction projects. Each designation will be in writing to the Council and will include the anticipated date of expiration. 4. Section 18. 3(1) (revised) . Renames the Depot Parking Lot into three separate lots for operational purposes. 5. Section 18.3(2) (revised). Adds "in the east parking district". 6. Section 18. 3(3) (revised). Adds "in the east parking district" . 7. Section 18.3(4) (revised). Renames the Library Lot for operational purposes. 8. Section 18. 3(5) (revised) . Renames the Kellogg Avenue Parking Lots for operational purposes. 9. Section 18.3(6) (revised). Renames the Central Business District Parking Lots for operational purposes. 10. Section 18.3(7) (revised). Renames the Chamberlain Parking Lot Number One for operational purposes. 11. Section 18.3(8) (revised). Renames the Chamberlain Parking Lot Number Two for operational purposes. 12. Section 18. 3(9) (revised). Renames the Welch Avenue Parking Lot for operational purposes. 13. Section 18.3(10) (new). Designates the Gilchrist Parking Lot as municipal parking Lot W for operational purposes. 14. Section 18.4(1) (revised). Includes parking station locations and rates on the official parking meter map. 15. Section 18.4(3)(a) (revised). Adds "in the east parking district" and notes "city" holidays. 16. Section 18.4(3)(b) (revised). Adds "in the west parking district" and notes "city" holidays. 17. Section 18. 5(1) (revised). Includes the issuance of a permit tag to be placed in each vehicle legally parked in a reserved parking space. Also deletes impoundment of vehicles from reserved spaces. 18. Section 18. 5(2) (revised). Deletes provisions for meter hoods on unmetered spaces and provides for signs in lieu of hoods. Also a two minute duration provision has been deleted. 19. Section 18.7(4) (new). Defines overtime and illegal parking violations within parking lots supervised by parking stations. 20. Section 18. 17(17) (new). Adds provision for No Parking between signs. 21. Section 18. 21(13) (revised). Language is cleaned up to be coordi- nated with Sec. 18.21(10). (New Sections 18. 31(119) and 18.31(108)) 22. Section 18.21(34) (revised). Allows on-street parking along the east side of Clark Avenue between Fifth Street and Sixth Street. (New Section 18. 31(21)) 23. Section 18.21(103) (revised). Deleted since Wallace Road is not a city street. 24. Section 18.21(105) (revised). Prohibits parking at all times along Welch Avenue from Lincoln Way to Storm Street except where parking meters exist. (New Section 18.31(137)) 25. Section 18. 22(1). Revised to prohibit parking in the remaining downtown and campustown business districts between 2: 00 a.m. and 6: p.m. every day instead of only Mondays. This revision extends north to Seventh Street in the downtown district. (Included in New Sections 18.31 (13), (19), (21), (31), (33) , (42) , (55), (66), (71), (76), (137)) 26. Section 18.22(6). Prohibits parking in the Depot Parking Lots (Lots T, U, and V) and in the eastern most Central Business Dis- trict Parking Lot (Lot Z) every day between 2:00 a.m. and 4:00 a.m. except by permit. (New Section 18.31(83)) 27. Section 18.22(8). Prohibits parking along Main Street between Duff Avenue and Clark Avenue every day between 2:00 a.m. and 4:00 a.m. for maintenance purposes. (New Section 18.31(76)) 28. Sec. 18. 24 (new). Gives Police Chief the authority to temporarily suspend parking regulations during funerals. 29. Section 18.24(3)(a) (revised). Deletes 90 minute parking. 30. Section 18.24(5)(a) (revised) Deleted since parking meters are in place here. 31. Section 18.24(7)(a) (revised). Deleted since parking meters will be installed. 32. Section 18.24(7)(b) (revised). Deleted since parking meters will be installed. 33. Section 18.25. Revised to provide a means of designating official and authorized vehicles for the use of reserved governmental parking spaces. 34. Section 18. 30. Provides for residential permit parking. At the present time staff is not proposing the adoption of a residential parking program. However, it would be helpful for the section to be the adopted should residential parking generate citizen concerns about non-residential land uses. ALTERNATIVES: 1. Adopt on first reading the ordinance revising Chapter 18. 2. Deny the ordinance. MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that Council adopt alternative number 1 above, thereby adopting on first reading the ordinance revising Chapter 18 of the Ames Code.
