Attached please find a proposed new parking ordinance. After years of
working with the parking code and listening to comments from others who
work with the parking code, I felt that a change was needed in the
overall layout of the code.
In the current code, you could find regulations covering certain por-
tions of certain streets scattered throughout the code in one, two,
three or more locations. This made it very difficult both for enforce-
ment and in explaining to the general public why it was they received a
ticket. In an attempt to alleviate this problem, I have combined all
regulations for each street in alphabetical order under that street
name. In this way anyone can go to a section covering a certain street
and know what all the regulations are on that street, not only a part of
them.
The miscellaneous rules, definitions and city-wide regulations remain at
the beginning of the chapter before the specific locations are covered.
The newly proposed residential permit parking regulations are incor-
porated into this chapter as a separate section as well .
The current numbering system has been maintained so that no changes are
necessary to the parking tickets currently being used.
All the ordinance changes which have been passed to date are included in
this proposal as well as all recommended changes made by Jim Valenta as
are detailed on the council action form.
I have two goals in mind in proposing this new format. One is to make
the parking code easier to work with within the city organization. The
other is to improve public relations by making it easier for a private
citizen to understand, both when reading it themselves and when hearing
it from another person. I feel the attached proposal meets these two
goals.
