COUNCIL ACTION FORM
SUBJECT: Ordinance to allow passage of a resolution setting fees to
recover costs of responding to false automatic intrusion
alarms.
BACKGROUND:
During 1986, the police department responded to 707 automatic intrusion
alarms. Of those, only four were the result of actual intruders. These
errors are costly to the community, as well as hazardous to the
responding officers. The City Attorney's Office and the police
department began in September of 1986, an attempt to get subscribers to
alarm systems to voluntarily agree to pay the costs of these false
alarms. The majority of the subscribers were extremely cooperative;
however, some have not signed, and additional problems arose surrounding
automatic telephone dialers.
The staff has concluded that a more effective method of dealing with the
problem is to pass an ordinance allowing the City Council to establish a
fee to recover the cost of responding to such alarms.
ALTERNATIVES:
1. Adopt the ordinance allowing the City Council to pass a resolution
establishing a fee to recover the costs of responding to false
automatic intrusion alarms.
2. Take no action.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt
Alternative #1 and pass the ordinance allowing for a resolution
establishing a fee for responding to false automatic intrusion alarms.
