IN RE: Revision to Human Relations Ordinance

Attached is a proposed revision to the Human Relations Ordinance which
reflects the changes to the Iowa Civil Rights Act, Ch. 601A, Code of
Iowa, which were adopted in the last legislative session. The substan-
tive change is that discrimination by educational institutions on the
basis of race, creed, color, national origin, religion and disability is
prohibited. The current ordinance only refers to discrimination on the
basis of sex.
In 1985 the Legislature also amended this section to expand the defini-
tion of educational institution to include post-secondary colleges and
universities. The amendment also included an exception to the ordinance
based on religious qualification and provided that the ordinance does
not prohibit institutions from admitting students of only one sex.
Those changes are also reflected in the attached ordinance.
