HomeMy WebLinkAboutA002 - Memo to City Council from Planning regarding Commission position on bed and breakfast provision AWS TO: Mayor, City Council FROM: Department of Planning and Housing DATE: August 14, 1986 RE: Bed and Breakfast Provision in Home Occupation Ordinance The City Council has inquired as to the rationale underlying the quest maximum provision in the Bed and Breakfast Section of the Home Occupation Ordinance. At present, the ordinance would permit up to five guest rooms in a bed and breakfast, placing a single family district. (The Zoning Board may restrict that further if warranted) . The basis for the five guest rooms is a function of the corresponding parking requirement and the similarity with existing density provisions in the R-1-6 zoning district and higher zoning districts (e.g. R-2, R-3, R-4, etc. ) . At present a duplex is permissible in R-1-6 areas and the owner may be required to install six parking spaces for a duplex if on-street parking is prohibited. Similarly, if six parking spaces are required for a duplex in this zoning dis- trict , then six parking spaces for a bed and breakfast establishment would support five guest rooms, plus the property owner. This analysis was used to establish the guest room limit for bed and breakfast uses. The Planning and Zoning Commission discussed this issue at their meeting of August 14, 1986 and continues to recommend the language as it currently exists. If the City Council believes strongly that five guest rooms in single family zoning districts is not in keeping with the spirit of the density limits in these districts, the guest room requirement can be lowered. tly
