SUBJECT: Parking Regulations on High Avenue.
BACKGROUND:
The Staff has received a request to limit parking along a portion of High Ave-
nue. This request was made in order to improve the on-street parking situation
in an area undergoing a transition from a residential character to a commercial
one. The letter requesting this consideration is attached and is self-explana-
tory regarding the residential-commercial conflict that frequently accompanies
transition areas.
The Staff observed parking characteristics along High Avenue between Lincoln Way
and South East Second Street for several weeks in late February and early March.
Daytime commercial parkers, primarily employees of commercial establishments
along the north half of this block, park for excessive time periods along the
west curb of High Avenue. Night time parkers are primarily residential in
nature and occupy the south half of the block. There appears to be sufficient
off-street space available to satisfy residential demands during the day. The
Staff recognizes the desirability of providing on-street high turnover parking
spaces for commercial uses. However, if only the commercial areas are so desig-
nated, then the long term commercial parkers will move south adjacent to resi-
dential uses. This will exagerate the conflict between commercial and residen-
tial areas in transition.
The situation along High Avenue, as depicted on the attached map, is tailor-made
for a residential parking permit solution. Such a solution will probably be
recommended as the city-wide parking system study nears completion. However, an
interim solution would be to limit on-street parking to no more than 60 minutes
between 9:00 a.m. and 5:00 p.m. on Mondays through Fridays. An ordinance sug-
gesting such a change is attached for Council review.
ALTERNATIVES:
1 . Pass on first reading an ordinance establishing a sixty (60) minute maximum
time limit along High Avenue between Lincoln Way and South Second Street,
Mondays through Fridays between 9:00 a.m. and 5:00 p.m.
2. Amend the proposed ordinance per Council discussion.
3. Deny the ordinance.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alternative
number 1 above, thereby passing on first reading an ordinance establishing a
sixty (60) minute maximum time limit along High Avenue between Lincoln Way and
South Second Street, Mondays through Fridays between 9:00 a.m. and 5:00 p.m.
COUNCIL ACTION:
